A few more pro/con lists

Pro: The Council: The government of the Citadel revolves around the Council, currently made up of Humans and Salarians as the Turians stepped down and the Asari were forced out. We gain 5% of the income of any one Council Race, at no cost to them. The race can be changed each month.

The Citadel: Not only is the Citadel our Capital, it is also one of our greatest assets. Each of its five arms acts as a new platform for our people to live on. Each Ward can hold up to 2 urban areas and the Presidium can hold one. This creates a total of 11 urban areas ont he station. (Ground unit time reduction capped at 40% still.)

Con: Weak Position: After the Turians stepped down and the Asari were kicked out, the military and diplomatic/cultural arms of the Council have been cut off. The Human Systems Alliance is attempting to fill the void, but they alone cannot do it. Until the council has either two new members or either the Asari or Turians back onboard the Citadel's overall income is reduced by 5% as it must pay to keep additional mercenaries on the station and its best diplomats have stopped aiding them.

Limited Expanse: The Citadel's localized government has very limited powers. Additionally, colonizing a new world in the name of "The Citadel" is out of the question, for now. For the Citadel Administration to colonize a new world, the Citadel Council must first approve of it.


Pros:
United Asari Military- The Remnant is what is left of the Asari Navy following the shattering of the Republics by Citadel Council's demands. The destruction of Thessia and the potential war between Asari Worlds leaves only us to defend against all others. Construction of Medium Vessels costs 10% less.

Military Law - While civilian government has broken down, we can fall back on our military laws. Martial Law and Military Tribunal Courts hold sway over our worlds and expedite our judicial process. Monthly rolls are on a scale of 3 to 10 as the military courts keep unrest bottled up.

Con: Cultural Decline - The Asari were once the greatest culture in the Galaxy. In a brief ten years the other, shorter lived species of the Milky Way, have decided that the Asari are not worth their time and cultural dominance had declined. Now, we must turn to new methods to control the galaxy. Because of this, Galactic Banks, Spaceports, Civilian Shipyards and Trade Routes cost 10% more.


Pro: Highly Adaptive - The Rachni worlds are notoriously difficult to take due to their high levels of toxicity or radioactivity. The Rachni themselves have no such problems with these worlds. Hostile Terrestrial worlds serve as Near Garden worlds for the Rachni.

Underground Lairs - Rachni Worlds are fortified almost by default. Each newly colonized world recieves 2 free militia units which cannot be removed from the planet and level 2 ground fortifications.

Con: Rachni Queens - Queens are both their greatest asset, but also their greatest weakness. During observation on Noveria, it was discovered that if the Rachni lost connection to their Queen they lost coordiantion and for a brief window, several minutes, following that connection loss they would simply stand idle waiting for new instructions.

Random question: is the Treaty of Farixen still in force or is it null and void given the changes to the political landscape?

I believe its still in forced and changed to accommodate the loss of the Turians and Asari.

So other then my typical communist enclave (which I doubt would work here) I am honestly out of ideas for a faction.
Are my doubts incorrect or should I begin brainstorming?
