Hmm. I think we tried that before, and while it enhanced realism, it also added to the complexity of our bookkeeping. Which most folks already find pretty intimidating.

^ agreed
I had tried implementing it previously. You can create an optional rule that permits people to build structures in stages, portions of the credits, but not receive benefits until the project is completed.

Matriarch Lidanya, commander of the Asari fleet attachments to the Systems Alliance fleet for the Battle of Earth, captained the Destiny during the naval engagement, and later held it as her flagship when she returned to serve as admiral of the Citadel Defense Fleet. As for how its crew remained...blame the Systems Alliance for their complete take over of the upper echelons of command (and the Citadel military itself) and threat of violence against the Asari crewmembers should they try and desert their post.
Oh and legally three Asari states claim ownership, so the Council couldn't (read: didn't want to) give it to one state in the event of another winning the coming civil war.
EDIT: above is just a rushed ten minute job taking from what North has said, as well as the descriptions of Luna's and Elerian's apps

Technically their post is with the Asari navy, not with the Citadel Fleet though.
But basically threats, right.

Blane the Citadel Fleet, we had no part taking the ship. Its not our fault the Asari didn't have a functioning government.

Salarians have no need or interest for big ships. See back when we were just common reptilian warriors, our big ships were nothing more than mobile gun platforms. What humans call Dreadnoughts (back in WW1 days) we simply sailed up a river and sank it into the swamp to hold the area, then dredged it up to move. Our killers were the gunboats, which, Rambo style, or Apocalypse Now if thats more your taste, gunned our rivals down. Indeed, we carried this philosophy into the stars. The Destiny is a vanity project we don't care for, nothing more. It is the turians and humans, natural *spits* predators that see it as a weapon.Advertisement
