allow her to track a single target provided she has an item belonging to that target to place a rune on, create a binding geis on whomever the rune is painted on, a rule that allows her to summon and throw fireballs from whatever it is painted on (or throw whatever it is painted on as a larger fireball) and finally a combination of runes that allow her to lock a willing target into a 1v1 death match with the rune user and targeted being the only things able to affect each other, while also being unable to harm anything else. Her runes require the name of the rune to be spoken to activate the effects of the inscribed rune, after which the effects will last until the rune runs out of magical energy and needs to recharge.

I'm not going to instantly deny your app, but there is a problem with the magic specifics. This is NOT Alteration, as I stated in the lore stuff, "The Alteration Arts are based around the idea of altering the physical properties of anything around them."

Tracking through a rune is not altering of physical properties, nor is summoning fireballs. Nor is locking a target into a one on one death match where they are unable to harm anything else.

Also, I hope you realize that the chances that she has those mythical weapons is extremely slim

No, it's not a typo. It would be punny, because 'shi' is one way to pronounce the number 4 in Japanese. It's also a way to say 'death'. The number 4 is thus an unlucky number in Japan. And thus it would be punny(portmanteau, you see--'pun' and 'funny') to put him on team 4.

Fine, I'll chop out that stuff (although she could probably pull off the fireball trick by changing something's physical properties so that it combusts into a fireball by altering the factors that cause something to burst into flame; I should've been more specific about that).

Yup; if she has either, it'll probably be Gáe Buidhe, since it's just a fancy spear with a name/legend and no actual powers.

I suppose. This is why I shouldn't write power lists at midnight after doing research for other powers beforehand. Anyways, powers have been altered, she's lost all non-altering runes, added some I thought of (iron transmutation, weight alteration, adding magnetism.)

Bio: As a new and relatively silent transfer student to Petwora, there are only a few things that are general common knowledge about Shi. One, he's a quiet second year that doesn't talk to anyone and stays in the back of the class, emitting the occasional sob. Second, he used to reside in Yopine Academy until some strange and horrible accident caused him to be expelled and even shunned from all the other IMOSA Academies. But Petwora. Since it's, you know, the worst one. And really desperate.

Magic Art: The Spirit Arts
Magic Specifics: Essentially, Shi can see, hear, and interact with ghosts/spirits/the dead/unseeable beings in a variety of ways. Theoretically, he could control or even directly fight spirits if he so wished, but due to his mental state he is incapable of doing so until he gains a little courage. If he does gain that courage, though, he could cause or force a spirit to become visible to beings in the living realm, as well as force them into corpses to fight for him, though keeping them as poltergeists or manifested spirits would be the more powerful option.
Other Abilities: He can speak, read, and write in English, Japanese, and Mandarin. He's slightly cooking capable, if only the ghost in the cabinet would stop jumping out at scaring him all the time. Uhm... maybe he can draw a bit too? Like, old Renaissance man kinda drawing not modern level stuff. Sketches 'n shiet.
Weapon(s): He's not allowed to carry safety scissors, let alone weapons...
