Population: 10,000 under direct FEDRA control in the areas in and around the Citadel, and a further 45,000 under FEDRA’s sphere of influence in the surrounding Fort Worth area.
Government: A council of Directors from the head of seven pre-war Federal agencies and their subsidiary agencies. At the helm of the government is the FEDRA Director Dave Bowman. However, Dave Bowman is in fact a ZAX unit that was installed as the Deputy Director of the Federal Disaster Response Agency just prior to the climax of the Great War. The fact that the council is headed by a super-computer is a closely held secret within the council, and few people beyond the directors know of Dave Bowman’s identity. While Dave Bowman is the leader of the council, each director has a great deal of autonomy within their own department. This leaves Dave with a great deal of memory to be allocated towards other pursuits. The council and their respective junior agencies are as follows:

The FEDRA army has a total of 600 soldiers, making it the largest component of the overall FEDRA armed forces. The FED army is armed with an assortment of weaponry ranging from lasers to military issue assault rifles. Because laser weaponry is limited, a select few companies are equipped with the laser rifles. Other companies are equipped with assault carbines, LMGs, mortars, and in the case of defensive operations .50 caliber machine guns. There are 7 regular companies that comprise the FEDRA army, and a half strength company that is equipped entirely with T-51b Power Armor. Officers at the rank of Major or higher also receive Power Armor while on the front lines.
In addition to the use of Power Armor, the FEDRA army fields several score Mister Gutsies and a handful of Sentry Bots. Because of its proximity to Pratt and Whitney, Bell Helicopters, Lockheed Martin, and its control over three local Airfields, FEDRA’s armed forces fields a large fleet of 147 Vertibirds. However, because of a lack of pilots, the need for constant repairs, and several other factors only a handful of these Vertibirds can be fielded at one time. That said roughly a hundred of these Vertibirds are of the transport variety and the rest are of the attack variant. Of these 147 Vertibirds, somewhere between three and four dozen are grounded indefinitely and in need of serious repairs or retrofits. In addition to Vertibirds, the FED army also employs the use of a half dozen 105 mm Howitzer M3A1's and a handful of 90mm anti-aircraft guns for use in combat but without a reliable way to attain new munitions, they are rarely used.
The FEDRA military follows the pre-war US military system of ranks from Private up to General. General is the highest rank attainable, and in addition to their duties with the armed forces, the General is also a member of the council.
While the army and air forces of FEDRA are the most well-known forces within the FED, there are also other units that are used for certain operations. As a secondary line of defense, a militia is in place to defend the protectorates that rely on FEDRA for protection and prosperity. Poorly equipped, but well-disciplined and trained, these militias are on standby to defend their homes. The FBI has its own units that focus on maintaining security, combatting major crime and terrorism, and occasionally for use against nearby nations or groups. A unit has recently been formed for quick insertion via Vertibird but is not expected to be finished with training for the foreseeable future. FEDRA is also known to keep several PMCs on retainer, and to hire small groups of mercenaries for specific operations including espionage, combatting banditry, among other operations.

History:
In the late 2060’s a new Federal Agency was formed and tasked with disaster relief operations within the United States in the event of a major catastrophe. It was to help the National Catastrophe Relief Auxiliary with their efforts to help the American people in the coming apocalypse that the government knew about but did not disclose to the general populace. This new agency, the Federal Disaster Response Agency or FEDRA for short, was given a ZAX unit to act as the Deputy director under acting director Heywood Floyd. This ZAX unit was named after its creator Dr. Dave Bowman. It wasn’t long after Dave Bowman came online that the Great war ended in a nuclear holocaust. In the ensuing chaos Heywood Floyd went missing and Dave Bowman was made the acting director of FEDRA.
In the immediate wake of the Post-Great War, local Federal Agencies and military units from the Air Station began securing the area immediately surrounding Fort Worth, having lost contact with the state capital and the Federal Government. The newly formed FEDRA, under the ZAX Dave Bowman, took charge and tried to bring order and implement a rationing program. However, quelling looters and riots dominated much of their attention as looter gangs and vigilante groups spread like wildfire amongst the survivors. Because of a rash of riots amongst the populace of Fort Worth and the surrounding communities, FEDRA took charge of the Fort Worth area, Dave Bowman declared martial law, and authorized lethal force against those who failed to comply.
With these drastic measures taken, the National Guard, Federal Agencies, and local law enforcement quickly brought the populace to heel as they shot anyone who failed to stand down from rioting or looting, and a strict curfew was put into place. With order restored, Dave Bowman could focus on the issue of refugees, food and water, and disease.
After the dust settled, the remaining Federal Agencies and the local authorities began to wonder who the man behind the curtain leading FEDRA was. It was obvious that he was the sole reason any semblance of order still existed in Fort Worth, and it seemed clear that their leadership was still needed to see them through this nightmare. When they finally learned the truth, that Dave Bowman was none other than a ZAX super computer, they were at an impasse. Some of the leaders thought his leadership was crucial, even if he wasn’t even human. Others, like the base commander of the Fort Worth Air Station disagreed. They would not accept Dave’s leadership, even if it meant damnation.
It was finally decided that they form a council of sorts. That each head, or director, would oversee certain aspects of the governance of Fort Worth until such a time that the United States government could re-assert control. Unfortunately, the United States government was gone and would never return. Rather, this temporary solution would stretch on for nearly two hundred years. Allowing the people of Fort Worth to return to some semblance of the pre-war United States. While Directors would continuously change over the years, Dave Bowman retained his position as the head of FEDRA. The knowledge of his existence would largely disappear overtime, with only the council and a select few others retaining the identity of the reclusive Dave Bowman.
Over these many years, and in no small part due to Dave Bowman, FEDRA has been able to prosper. And with all that time having past, Dave has become a natural leader of sorts for the council. Many of the councilors defer their votes in major policymaking until Dave has been given a chance to give his two cents. Because whether they like it or not, Dave is the central figure that keeps their society together.
