Character Backstory:Before Michel was cryogenically frozen he was a prominent member of a gun club, they would hold weekly meetings and would either take the time to coordinate a shooting competition or simply talk about the future of the gun club. As the Red Menace became more and more prominent on the radio and the lone TV the group had. So, did the risk of having foreign guns within the armory the club had. Michel proposed they can simply buy another safe and put the guns in that and bury it. Well that didn’t exactly happen. During one meeting a recruitment officer from the US Army pressured the core members of the club to join the army, Michel himself was the repairman of the club he fixed everything he could and asked others to teach him how to fix anything else he couldn’t. It was during boot camp when he noticed shady men in suits watching him shoot, along with his natural fitness. It got to the point where he was brought into an office to talk to these shady men, they wanted him for a secret project. Against everything inside him saying no he signed his life away on a paper, he was subjected to a month of strenuous testing before he was green lighted to receive cybernetic legs and arms. His first mission was set on Alaska but nuclear emergency was aired so he was sent into cryogenic sleep and placed within a vault.

I can and will fix anything wrong with this.

Denied. The backstory really dosen't match up with any real fallout lore. Cybernetics didn't seem to be a thing in the pre-war world, and the only time we see it is with a faction such as the Institute who was doing prototypes of it before the war.

Faction/Nation Territory: San Angelo
Capital City/Faction HQ: Fort Concho (San Angelo)

Government: Since its creation the Free State of America (FSA) has been controlled by a Military Junta under the name of the Freedom Liberation Party, whose leadership is made up of the States Military High Command. The Freedom Liberation Party (FLP) also appoints the Governor-General from among themselves whenever the current ruling one dies or is deposed by the FLP Leadership. The government, as outlined in the Free State Constitution, is compromising the Executive (Governor-General and his Cabinet of Directors), the Senate, and the Courts. General James Durant is the current Governor-General, which acts as the Head of State and Head of Government for the Free State. The Governor-General is the de facto Dictator of the State, wielding almost unlimited powers such as those to Reject Laws created by the Senate (With a vote of 2/3rds majority able to overturn the Veto), the power to appoint judges to the Courts, the Ability to create amendments to the Constitution, the Ability to appoint members of his Cabinet, the Ability to Dismiss/Appoint members of the Senate at will, the Ability to introduce legislation to the Senate and the sole power over the Military and over matters of Diplomacy and international matters. The Senate is the legislative body of the State, made up of 15 Representatives elected from 15 electoral districts. Bills introduced to the Senate, either by a Senator or the Governor-General, require a simple Majority to pass. However, due to the Governor-Generals power to dismiss/appoint Senators, the votes in the Senate always vote in the favor of the Governor-General. The Courts are simple Military style courts, with the Criminal Court based in the Capital along with Four Appeals Courts and Two Civil Courts. Military: Due to Free State being based off the knowledge found within the Mackenzie Library (Formerly Fort Concho), the Free States Army is heavily based off that of the Frontier Tactics of late 19th century America, but with a more updated arsenal. The Total size of the Free State Military numbers 680 men, with 400 being apart of the Infantry Corp and 180 apart of the Cavalry Corp.
Infantry Corp: The Infantry Corp is the Standard footmen of the Army, equipped with Service Rifles either found in Goodfellow AFB or produced by the small Armory set up there by the Army. The men are clothed in a light cotton Field Uniform of a Dark Blue Tunic, light blue or Khaki trousers, knee high black boots or leather Gators, Field Webbing, and a Ballistic Armor Chest plate worn under the Tunic. Training primarily focuses on Discipline and Marksmanship along with navigation of the arid environments of central Texas.
Cavalry Corp: The Cavalry Corp are an elite force of 180 men who act as a mix between Cavalry and Mounted Infantry. The members of the Mounted Rangers are picked from the best Marksmen of the Infantry Corp, with those having experience with Horses and farm animals particularly sought after. From their selection,
the recruits are put through a series of Training in Marksmanship, Horse Riding and Melee Combat. Cavalrymen are dressed in an all khaki version of the Infantry Uniform and are equipped with all the same weapons as the Infantry. The Cavalrymen are also issued a Steel Cavalry Saber and no bayonet for their Service Rifle.

Major Towns or Locations: Fort Concho (San Angelo), the Farming District (the land around Lake Fisher, particularly in what used to be San Angelo state park), the Cotton District (an area around Lake Nasworthy and the north-eastern portion of Twin Buttes Reservoir), Grape Creek Township, Uni Square (Formerly San Angelo University), Underpass (A slum located underneath an Overpass), Rio Vista Park (a small agricultural area surrounding a watermill on the river), Market Square (Located at a former Shopping mall, Market Square is an area comprised of Markets, Stores/Shops, Warehouses and housing for Traders and Travelers), Chadbourne (A small way station/trading town, mainly for traders traveling south from Grape Creek, and housing for the Miners from the Quarry District), Windmill Park (A residential area located north of Fort Concho, mainly providing housing for Farmers from the Farming District) and the Quarry/Mining District.

History: The bombs fell and the Citizens of the town of Abilene ran for their local vault, with only a select thousand being admitted while the remaining were left out to die. However, the inhabitants soon learned that their vault, Vault 39, wasn't the paradise underground they were promised. After the doors sealed and they heard the above lands be obliterated, they were soon met with the barrels of American Troops, and told they were to submit to the will of the Military-Overseer. They spent the next millennia or so under a practical Martial Law, with the ideas of Militarism, Order, Discipline drilled into them from a young age. The image of pre-war America became more and more distorted, before almost becoming entirely lost. By the time the doors opened, all anyone could remember about America was what they'd been told, of how it was a nation of Warriors, Disciplined Warriors who fought to preserve their Rights. The Right to Live, the Right to Happiness, and the Right to land. These three Rights were instilled into the minds of the Vault Dwellers as being the foundation and values of America.

Around 2140, the exact date is lost to time, the Military-Overseer organized an Expeditionary Force of 80 men and sent them out of the vault to explore the surrounding region. The Expedition found the town flattened, and a number of odd radioactive animals on its surface. However, they found that the surface was livable, and reported that these animals were easy enough to kill. The Overseer then decided that it was time to leave the vault and settle, deciding to move to the nearby town of San Angelo due to it being marked as the nearest former Military Base on his map. The vaults population then began its long trek, losing a few hundred on the journey south before finally arriving at San Angelo in 2142. There they began to "clean" the city, using the old Goodfellow AFB and Fort Concho Historical Site as their bases of operation. By 2145, the town had been sufficiently "Cleaned" of mutants and wildlife, and the vault dwellers began to use the vaults explosives to clear out sections of the town, rebuilding their own settlements on top of the cleared rubble. The vaults Geck was used to terraform the land around the two major lakes in the area, creating fertile farm land that would become the backbone of the Free States economy. It was at this point that some of the scholars and Officers of the group began to study the texts found inside Fort Concho historical site. This study soon turned into an obsession that spread to the settlers, soon forming an almost cult following of the information of pre-war America. The current Military-Overseer at the time saw this, and decided to capitalize on it. He changed his name to that of the Forts famous Commander, Colonels Ranald Slidell Mackenzie, and declared that their settlement shall be the successor to the old America, naming it the Free State of America.

In 2148, construction would be started on a large wooden wall that would eventually become the border for the Capital. The wall would be finished in 2152, and the area inside would be christened Fort Concho. In the same year, a committee of Military and Civilian officials led by the Military-Overseer would complete their work on the Constitution for the Free State, and four months later the first elections would be held. As the Free State began to accumulate power, many outsiders would flock to the city. At first they would be turned away, by force sometimes, but in 2158 the Governor-General died, and was replaced by General Alexander Williams who decided to allow the outsiders Citizenship. To accommodate this new population, he authorized projects to restore or build new housing outside of the walls, leading to the creation of Uni Square, Rio Vista, Windmill park and Market Square. The disorganized and almost de facto Farms that had begun to pop up were then organized and placed within a Farming District. In addition, new trade contact led to the Governor-General calling for an expansion to the small cash crop practice in 2162, leading to the Cotton District (Which grows, in addition to Cotton, Tobacco and Hops). In 2165, a small group of settlers decided to travel north and settled a township at the tip of Lake Fisher called Grape Creek. The township would serve as yet another source of Agricultural goods, and now included farm animals such as Brahman and the first domesticated Horses of the Free State. The population would continue to slowly rise, with social classes beginning to emerge around 2180. By then, the populations of Vault Dwellers had mixed for decades now, but the few families that could still claim Vault Blood began to form the high society, becoming Officers and Magistrates. Meanwhile, the mixed Vault-Outsider population would form the bulk of the Merchants, Farmers and laborers, while a small denizen population would begin to emerge in Underpass.

Since its foundation, the Free State has sponsored multiple projects with the focus of improving their Farming, Urban and Transportation infrastructure. Many of the old torn up roads were simply cleared out, replaced with either Dirt Paths (Outside of Urban environments) or with new Cobblestone taken from the Quarry district. Horses have become a large part of Free State society, with them carrying everything from Food to Cotton to Stone down the streets and roads of the various communities. The walls have been kept in repair since their construction, while the Goodfellow AFB has been rebuilt into Fort Goodfellow. I'm not sure how to finish this History, but it think thats about it for the background. Multiple Governor-Generals have come and gone, and the population has increased incredibly, yet that Flag still flies every morning above Fort Concho, and it shall never come down.

Population too high. around 188, with 4%.

The Cabinet of Directors, appointed by the Governor-General, make up the brunt of the Free States Bureaucracy and are tasked with carrying out the Laws and Will of the Governor-General.
Leaders: Governor-General James Durant
National/Group Ideology: Militarism, Authoritarianism and Individual Rights.

Military: Due to Free State being based off the knowledge found within the Mackenzie Library (Formerly Fort Concho), the Free States Army is heavily based off that of the Frontier Tactics of late 19th century America, but with a more updated arsenal. The Total size of the Free State Military numbers 180 men; 100 Men in the Infantry Corp and 80 in the Cavalry Corp.
Infantry Corp: The Infantry Corp is a force of 100 Conscripted men that form the standard Foot Soldiers of the Military; equipped with Service Rifles either found in Goodfellow AFB or produced by the small Armory set up there by the Army.
Cavalry Corp: The Cavalry Corp are an elite force of 80 men who act as a mix between Cavalry and Mounted Infantry.

Faction/Nation Name: Commonwealth of Texas
Faction/Nation Territory: (Please be descriptive. If you create a faction in San Antonio and control some important areas, detail it as much as possible. I will need it to accurately make the map to represent your claims. Google my maps is what we are using.) Abilene area, including Fisher, Jones, Callahan, Shackelford, Nolan and Taylor counties
Capital City/Faction HQ: (If no capital city, please specify a bunker or other installation where you mainly operate.) Abilene
Population: (Citizens for nations, membership for factions.) 8,210
Government: (How does your nation run? Or if a faction, how does the faction run?) Constitutional Monarchy, Parliamentary
Leaders: (Please list all leaders and respective positions of your faction or nation here. Such as President or Elder, etc.)
King Santana VI (Official Head of State and Government)
Executive Representative Mikayla Winston (Head of the Parliament and the official "check" to the executive power of the Monarch, more or less the actual Head of Government.
National/Group Ideology: (What is your ideology of your nation or group? What are the goals, ambitions, etc.) Authoritarian, Catholic, Expansionist
Military: (Detail every single detail about your military. What are they armed with, how are they trained, what are they trained in, what equipment do they use, bases, what is their military doctrine, etc. If it's military related, it should be here. Remember 1% of Population for Volunteers. 4% of Population for Conscripts.)
100 soldiers in the King's Own Rifles. This is the main Infantry force. They are the main Infantry force as well as the personal Guard for the King as well as the entire government should there be a threat. They are trained in a variety of different combat technics. The Regiment is broken down into 2 Battalions each with a heavy weapons section, a scout team section, a sniper team and the infantry section. Most of their equipment was taken and refitted from Dyess Air Force Base. 3 81mm mortars and a few heavy machine guns comprise the heavy weapons section.
The second unit in the Commonwealth Military is the Queen Anne's Own Royal Dragoons, the only cavalry force in the Commonwealth military. They are a mostly lightly armed scouting and recon regiment that fields 88 Dragoons. The Royal Militia Force is an inactive military force, comprised of citizens who do part-time duty once a month for 4 years and are always supposed to be on call and ready for any invasion or major military action. They are haphazardly armed, many using their own weapons and have not standard uniform.
Major Towns or Locations: (Do you have other major towns or installations outside of your capital or faction headquarters for your nation or group respectively? All of them should be placed here and why they're important.) Abilene, Texas. Dyess Air Force Base
History: (How did your nation or group come to be?)
The Commonwealth was founded by Emilio Santana. He was a member of the US Air Force and once of the lucky ones who made it to the Vault in the city. Once inside, with a scattering of random citizens and people, it was hard to maintain control. Santana stepped up and lead the people in the "Glorious Restitution", Restitution, as restoring the country back to a Monarchy as it should always have been, as some have chosen to call it. He declared himself King, taking over from the Vault Director and maintaining and dictating control over the Vault. As a devout Catholic, he immediately declared it the national religion and ordered that it be the only accepted religion of the commonwealth. While the adherents of Protestantism were generally allowed to practice their beliefs quietly, the effects of disrespecting Christianity were felt hard by any who dared.

This entered the first stage of the history of the Commonwealth. Many years later, the Kingdom was in full effect and the first Vaulters left the Vault to make their claim on the land above them, lead by King Emilio III. They were exceptionally successful in defeated the raiders and scavengers who roamed and laid claim to the city of Abilene above them. The Royals were united and filled with a holy and righteous conviction in spreading Catholicism as well as expanding the Royal Authority as far as they possibly could. Many settlements in the surrounding area decided to throw their lot in with the new found local power and joined with them. This was allowed by Emilio on 2 conditions, they convert to Christianity, and they declare him King and recognize the Royal ascent. Most of the surrounding settlements agreed. Those that didn't were usually destroyed or forced to move away. Also under King Emilio III, the great Dyess AFB was taken. It was a brutal fight, mostly against ghouls that infested every corner. However he was successful, managing to kill nearly 20 ghouls himself. This earned him the title of King Emilio the Great.

Things weren't always so rosy. The reign of King Jakob was marred with controversy and personal failings as he was more keen on have lavish parties and enjoying the benefits of royal life rather than ruling and ensure the stability of the Commonwealth. In the Great Fire Rebellion, Jakob was deposed. The battle was a short one, as Jakob had few allies, and very few military ones to speak off. However, the battle sparked a fire in the hot summer night, setting fire to much of the city, which caused more damage and death than the rebellion itself. Jakob was deposed and later hung by his niece, and now Queen, Jasmine. However, this didn't entirely satisfy many of the outlying settlements. They were still wary of trusting the power of the entire nation in the hands of one person. Jasmine agreed. She agreed to let there be a limited constitution that constricted certain of the Monarch's powers, and placing them in a legislation that would act as a check to the power of the Monarchs. There would be 12 Representatives who would vote and act on legistation and would check the Monarch should they feel that they took too much power without consulting them first. one of the 12 would by the Executive Representative, the leader of the Representation Government and would act as the second-in-command to the Monarch and run much of the day to day of the Commonwealth. the Monarch would hang on to much of the power. Such as to declare war, make alliances, absolve the current Representation, call for a vote at anytime, and so on, but would not have total power ever again. This lead to the nation coming together totally for the first time and since then, there have been no attempted revolutions, coups or overthrows on the Monarchy, as the Commonwealth continues to grow.

Faction/Nation Name: United S.S.D. (aka United Express Shipping, Salvage, and Deliveries)
Faction/Nation Territory: Check Discord Waz
Capital City/Faction HQ: The Bulwark (Formerly U.S.S. Bulwark) Corpus Christie, Texas
Population: 13,000
Government: Benevolent Dictatorship (Ghoul elected himself leader for life and hasn't died yet)
Leaders: Captain/Admiral/CEO of United S.S.D. (or whatever he's currently feeling like) Micheal Burmingchow
National/Group Ideology: Profit. The Faction exists to make money and relatively prosper.
Military: .5% Recruitment Rate
65 Total Members of "Human Resources" as the Leader refers to them. Armed with a hodgepodge of weapons, armor, and stims scavenged/purchased from various traders. Most are experienced thugs who delight in sadistic practices.

Defense is trivial to life in the United S.S.D. natural hazards abound throughout, whether that be large pockets of lethal radiation or large packs of Feral Ghouls roaming the swampy wastes. Non-Mutants tend not to make it very far once inside.
Major Towns or Locations: The Corpse: Often referred to as the "Rotten Heart" of the United S.S.D. once a populous and successful Texas City is now mostly submerged as the Caribbean has risen over it's head. Specialty Scavengers known as "Mud Rakers" live on buoyant piles of trash that float around the city, diving deep underwater they scavenge what they can from the depths of The Corpse. Life Expectancy is notoriously short. Atop the highest point in The Corpse is the run aground ship known as "The Bulwark"

Goliath: Formerly the town of Goliad, Goliath was overtaken by former Mexican Citizens fleeing the Great War. Highly suspicious of Mutants, they've nevertheless joined United S.S.D. and has since become the only stop for Non-Mutants wanting to do business with the Company. Traders from Goliath are known as "Vaqueros" and stylize themselves after their Old World namesakes. Goliath's ruling families reside in the Presidio La Bahia, the Old Spanish Fort at the heart of the Town. These trader families share a mutual agreement and contempt with the CEO of United S.S.D.

History: Micheal Burmingchow was Captain of the U.S.S. Bulwark, a freighter ship in service of the United States Merchant Marine. In what was supposed to be a routine delivery of essential supplies to US forces occupying Mexico took a turn for the unexpected on October 23,
2077. Nuclear War broke out and civilization as we knew it was destroyed in just an hour. The Detonations of Nuclear Warheads fried the navigation systems aboard the Bulwark and the changing sea threw the boat far off course into the Gulf. As Nuclear Fallout spread throughout the world the crew of the Bulwark were Ghoulified, including Captain Micheal Burmingchow. As years spent adrift took their effects on both the bodies and minds of the crew, many succumbed to the radiation, becoming mindless and Feral. Others threw themselves off the ship to avoid such a fate. While others still just gave up hope and withered away, passing away quietly in their sleep. Ten Years after the Great War; The Bulwark ran aground in what was Corpus Christie Texas. Somehow still mostly sane after ten years of isolation and near starvation, the former Captain released the trapped Feral Crewmen into the Wastes. Enjoying relatively safe solitude aboard the ship. Years go by as the former Captain stays isolated aboard his hulk of a ship, occasionally scaring away would be opportunists and curious explorers. Eventually desperate for supplies, company, and other creature comforts, the former Captain welcomed a passing trader into his ship. The Trader marveled at the sheer mass and amount of material present aboard the ship, offering to buy various items present on board, and these first transactions were the beginning of the United S.S.D. Taking the former name of a Pre-War shipping company, who's logo was emboldened across many of the freighters cargo, and simply adding 'Salvage' to the name. This began a Trading Empire that established strong uncontested claims, mostly enforced by natural barriers preventing competition, around the flooded lowlands of Old World Texas.
