I've never written a bill before, and I want to write an emergency drought relief bill.

The scope of the bill will be far less than I originally wanted due to the BBA.

Point is, I need help.

Would the best bet be a congressional resolution requesting Reed to declare a state of national emergency over the drought crisis, or what?

A Request is not strong enough, it needs to be mandated.

Neither of my Senators are really dealing with a similar problem, and neither are in a position to want to sign on.

Only the President can officially declare one. A demand could probably get him to do it though, even if its just words.

I'm pretty sure only the President can, and they can't force him

The drought ends in April IRL, but he still needs to do something.

And even when it ends he has to try and create steps to mitigate another. Only issue is, with the BBA, getting funding for that sort of thing is going to be nigh impossible.
