What are the full powers of the DNI? I understand he is in charge of implementing the National Intelligence Program, and he is the "head" of the Intelligence community. He's chief advisor to the President on Intelligence matters. But what does all this entail? What can he do?

Or 100%, but thats fairly unlikely. Fowler is working under the assumption that congress will try to cut as little as possible every year

Assuming is dangerous. However unlikely, there should still be a trigger guard. I'd say put the max at 25% annually

Lol. In all seriousness, I think the DNI is more powerful than I first thought. I read through all the expansions to his/her authority. So far, I've found that the position was extraordinarily weak to start with. After adding a serious of authorities, the DNI is pretty much the direct superior to the head of each agency in the US Intelligence Community. I believe he can set policy, sanction missions, deploy intelligence assets, he commands his own unique office (the office of the Director of National Intelligence) with like 1800 personnel, and he reports only to the president. I've learned something tonight.

I do most certainly hope my candidate will secure the nomination from the President and Confirmation by the Senate.
