Yeah, Fowler had secretly converted Lane against the amendment because of spending worries (which was way cool) and now Spicy's chekhov's gunning Fowler's own proposal back at him by showing it to lane (even more cool)

Fowler literally made the amendment both too harsh and toothless at the same time. Who is to stop 2/3rds of Congress just ganging up and just continue to declare states of emergencies? Pork barrel spending is very popular.

After reading the amendment itself, I dont see much of an issue. It decreases federal spending by 10% annually. Though this would actually be problematic, as 10% of $1 trillion is very different than 10% of say $800 billion, so exponentially this would take a while to decrease
