So where would you pin technology as being in reference to our timeline, early 19th century but more steampunk-ness? In regards to this "Imperium of Man", should I start a nation outside of Europe then? Also does it exert direct control over everything it has colored in on the map or could I say form a nation in the Ukraine?

No steampunk-ness, more schizotech. The Imperium of Man has factories, a railroad, guns, and steamships but a majority of its army when it comes to local use medieval weapons while the professionals use guns.

It would be for the best, North America has a few, a couple in Asia and only one in India. I think the Imperium's core region is in the Ukraine though.

South America outside the Andes has barely been touched IIRC.
