Mm, yes and no. It is important to remember that, historically, gunpowder weapons were originally developed to break fortifications and penetrate armor. They were a recourse designed to break the dominance of castles and expensively armored warriors. Societies which lack both have little need for a slow-firing expensive to build and maintain weapon like is the case with primitive gunpowder.

That probably depends on the skill of the blacksmith. Local guy-who-makes-nails would be a cakewalk.
