The reason for this is that the code used for Civ's stats goes from 1 to 256, and Civ maxes out at 10. Gandhi's default is 1, the lowest possible, but when nukes are invented everyone in the game goes down 2 points, making Gandhi loop around to 255.

Thus, Gandhi's aggression becomes 255/10

When you adopted democracy, everyone's aggression towards you decreases by two, and so it loops around.
Close enough, though.

Most the Southern Greek trade would run through Delpha anyways, and the value that Delpha brings probably exceeds anything dirt poor tribals bring in.
