Kyoto, The Empire of Japan
The capital building of the Empire of Japan was located in the center of Kyoto, the capital of old having been the center of Japanese politics for centuries. Like a heart to the central part of the human body, it pumped the life blood of Japan. In days of old the Imperial Palace had been the center of whet descion making as, but the Empress felt differently about the matter. The Imperial Palace was far too secluded for her taste. Matters in regards to the affairs of the Nation and it’s people should be amoung the peoples eyes.
It had become a source of reputation for the Imperial Government, and where the peoples of Japan and it’s subjects could voice their opinions and appeal to the Goverment for their benefit. Sure, there was back room discussions behind closed doors in the Imperial Palace, like the discussions to go to war with China. However it would all be officiated in the Imperial Capital building, built by the architects during the beginning of the Restoration. It showed an intriguing blend between the grandness of European architecture and the traditional Japanese architecture. Foreign diplomats popped in and out the building, being from China, Korea, Vietnam, Cambodia, Siam, Coachin, Burma, Indonesian Kingdoms, various American and Europeans as well , seeking audiences with various Imperial officials, or the Empress herself. Of course that was for the very important meetings.
The building served the Imperial Court, it’s construction being the center of what Europeans have dubbed “New Kyoto”. That’s the part of the city with a more European influnce, with Cafes and other shops. Western Style European Education was also become prevalent in the new part of the city wether it was regular education or Higher Education. Yes, this is where the Imperial Court was centered. The representation of this “New Japan”. The place of Imperial pride at the heart of the Japanese Islands, a burning light for the Japanese people.
The main chamber with the illuminated by light streaming in from the outside, albeit it was an overcast day seeming as if the heavens could break open at any moment and the rains would pour down upon the capital. However for the moment, it seemed as if the clouds kept the rains at bay. At the helm of the ministers and various other officials was not the Empress, as she found herself preoccupied at the moment. It was a man in it his early 70’s, with a balding head. However he was a great Politcal influnce and close to the Empress. This man’s name was Oda Nobunaga, a man who’s been supporting the Imperial Government since the Empress’s father was in power. A sturdy man, who stood at 5’11”. He wore a black European style suit, with a hat which was stylish, however he also wore it to hide his baldness. Of course, he didn’t tell people that..........
Oda Nobunaga was the “Prime Electorate”, elected by the Imperial Legislative as it’s head. In essence when the Empress was not available, he was the most powerful man in the room. Today the group of men find themselves at the face of another issue, Oda Nobunaga being the leader of said group. It wasn’t a large group of men, this was a descion making group. Around say 7 men, along with the heads of the military branches. The questions they found themselves with were multiple. First off, the men of the “inner circle”, or the mysterious Group of 7 looked to the Americas.
A world map was layed out on a fine oak table, a gift from the Americas and in particular they had one nation in their interest. That was California. It seemed to be the perfect area in the Americas for the Empire to make an impact. Such a large nation, comparable in seize to some European ones. However.............it’s just sieze. Electorate Nobunaga at the helm of Japanese inspection of the Nation, offered “The nation is weak, a nation of ranchers. They need multiple things. They need people to move there, and they need a great benefactor. One who’d trade with them, so why couldn’t that be the Empire? I say we start letting them come looking for immigrants in Japan. No, we offer it. I have someone in mind who wouldn’t mind setting up a colony of sorts in California.”
The men of the Group of 7 the responses to the proposition was varied, depending on various aspects of the proposal. The Secretary of the Court who had a stack of papers regarding recent Japanese Foreign Affairs. “I know how you’re talking about Nobunaga, and I think we can work something out.” He said as he began writing an official warrant for the Buisness of the Person of Intrest.(think Mosses/Stephen Austin.)
While a man from outside the room took the warrant to the Buisness associate, the men were now onto the next problem. What the Japanese government itself would give to the nation. The secretary of the Court stroked his chin, then adding “They also probably need money, and infrastructure. If we come to them with money and supplies, I can imagine they’ll be more than pleased with us of we do such.”
With that, they went on to talking about more issues facing the Empire. It indeed involved Colonization, various companies taking the helm of this task were exploring then colonizing vatious islands in the Pacific. Especially in the Indonesian Islands, which had Government assistance in the form of the Army and Navy protecting Japanese settlements and citizens. This all lead up to th Japanese being one of the most influential groups in Indonesia at this point.
The next question was should the military escalate its efforts to subjugate areas around Japanese influnce. Especially the island where the Japanese trading colony has been set up. The option was there, and was viable to an extent. Small skirmishes, and wars had been fought in the area. Nothing the Army couldn’t handle, however some felt it could be faster. The Goverment on the other hand was wary............

On behalf of the Imperial Government, we grant you permission to expand outside Japanese boarders to seek areas to spread you Buisness for the livelihoods of the peoples of Japan. We’ve heard your plans to ask th Californian Government for permission to set up a Colony there, and we will not stop you from such a course of action. Remember as businesses of Japan, your actions reflect on the Empire. Do not bring such dishonor upon our people through dishonest dealings.
