There are three legislatures, the Court of Representatives makes laws portioning to Federal Land and Colonies, the High Council decides laws on areas owned by the Aborigianal tribes and civilizations (such as reservations), while the National Electorate makes laws for the entire country. Accepted, but for guns, no nation uses rifles on a large scale yet. You can have a small company of 10,000-20,000 troops using period rifle. On a whole, however, it must be muskets or something similar. Also, no New Zealand.

Considering events for NPCs are not that necessary (It's really just supposed to spice up the RP for the players). But if you want to make some events for them, fine by me. Just make sure to run them past me before you post them.
