Well, Washington did define the upper limit for what is a cruiser in general: 10,000 ton maximum displacement and 8-inch guns. London, however, did define Heavy and Light Cruisers, to quote Wikipedia: "Light cruisers were defined as cruisers having guns of 6.1-inch (155 mm) or smaller, with heavy cruisers defined as cruisers having guns of up to 8-inch (203 mm). In both cases, the ships could not be greater than 10,000 tons." (Source.)
Design and operation practice in the war saw light cruisers as the larger work horses to the small work ponies that were destroyers, frigates and corvettes, which is a good metaphor, if you ask me.
However, the definition of capital ship, that you quoted, is true as well. Without them, the Navy can't fight (effectively).
In short, I'd say, that it depends heavily on doctrine, equipment and a few other factors as to what a light cruiser, heavy cruiser, battlecruiser, cruiser killer and so on is, what it does and how it does it.

It's also a matter of doctrine to some extent. US uses her CLs mostly as AA escorts (iirc), while in contrast, the Japanese developed CLs first and foremost as "destroyer leaders", effectively flagships of small fleet action. So if you take even a CL of both nations, and tweak the definition around, a Japanese CL could well be closer to the definition of "capital ship" then US. Perhaps.

Designed as a trump card to be used during the outbreak of the Parcian-Volkstradi war, he was used, in conjunction with the vast cruiser fleet of Rome, he served as the Imperial navy as a heavy combat vessel. He is most well known for sinking 3 of the 4 of the Volkstradi Battleship squadron from 12 miles outside their gun range, making use of his advanced radar and fire control computer as well as his super heavy AP shot to devastate them in a few salvos.
He suffered extensive damage during the battle of Cairo, we he was caught out of position and ambushed by the Volkstradi cruiser squadron while anchored. While suffering heavily from the oncoming fire, he held his position and covered various Imperial military and civilian assets out of the neutral country. Luckily the cruisers smaller guns were unable to penetrate his impressive armor plating (owing to the Krupp designed plate).
His return fire was able to sink or heavily damage 8 enemy ships. This last stand at Cairo was immortalized across the world as a massive blow to the Volkstrdi war machine. he spent the rest of the war in a dockyard in Rome. His total kill count came to 4 enemy battleships, 6 heavy cruisers, 8 light cruisers, 23 enemy mercantile ships, 12 Enemy destroyers, and 2 submarines (moored in dock) as well as over a hundred enemy aircraft.
The shipgi--I mena ship boy, came it to being when the abyssals made them selves known. As a person, he is rather shy and secretly afraid of living up tot he reputation of the ship he is named after, but it prepared to do what he hast to do. He likes fishing, redheads, and his family's special formula of Moonshine.
Special abilities: Advanced firing computer - The Montgomery, "Monty", makes use of an advanced firing computer, when used in conjunction with its powerful search radar (limited to 45 miles), Monty can make full use of his 31 mile gun range and rain hell down upon his foes with impunity from over the horizon.
"Super AP" - Making use of Steel jacketed, tungsten cored rounds, Monty can fire a few salvos of "Super AP" rounds, capable of shattering the armor plate of most known warships of his time. Rounds are custom forged in Parcia, at the Imperial Arsenal in Rome, and have to be issued as ordered.

Well, I actually haven't considered that for now, but it will have something to do with the salvage operations: With the ressources gathered there, it should be possible to get something up and running. From there, things will develop within the confines of the tech-frame (so even if your ship was later equipped with cruise missiles, you still won't have them). The precise mechanics will be worked out at a later date, but for now, major remodels will have to wait (a few more AA-guns, for example, are fine, but entirely new superstructure or something, no).

Considering our ships are <1950s era, EM catapults wouldn't likely fit especially on older warships because nuclear powered supercarriers weren't a thing (which are big and complex enough to operate them.) Steam might work since it was a technology in use at the time.

Actually EM catapults take up less space, though energy consumption might be an issue, their main advantage is that they can launch aircrafts at different set speeds allowing for a more diverse collection of aircraft to be launched (mostly a modern advantage since we have drones nowadays).

She brought a portable radio with her when she gets stuck inside a room or got lost in the Naval Base.
Special abilities: Shinosaki's communications equipment allows her and her allows to communicate effectively and also hear what their enemy's comms says. Her rigging can also deal heavy damage to the enemy, even outright damaging the enemy's equipment.
Technical Description of the vessel: The Shinosaki was the pride of the Federal Republic of Alnoria Navy and the Novayan Confederation Naval Forces, which the former was part of. The Shinosaki's equipment allows it and its allies to intercept enemy transmissions. The Antonia de Morales High Command Naval Academy loaned the Shinosaki, given to the Academy by the military after the Second Great World War, to the military and the battleship was refitted with the latest military equipment and technology for the early stage of the Second Indochina War, which pits the United North American States, the southern based Republic of Vietnam and the Republic of Cochinchina against the northern based Democratic Republic of Vietna, the Democratic Republic of Tonkin and the southern based Viet Cong.

Technical Description of the vessel:
A highly experimental carrier which was essentially an earlier version of the Taiho, Tokai was the first armored carrier to be built and purpose built for it with armored flight decks and a heavy anti air armament that could also double as anti surface weapons when needed. When she was first launched, she was plagued with problems even at the first voyage. The moment she launched, her engines failed to power her port propellers mid way through her first voyage which left her listing and to be hauled back to port for repairs. Thus, delaying her released until early 1937. She was said to be the first step into a new era as she was the first carrier to be fielded into main engagements, even being assigned to defend the imperial palace from air attacks.
She had a wide array of planes only given to her in 1943 (Since in our timeline, we still built them but they were built earlier with better materials and better environments). Before then she was known to field planes that were old, even during her time in defense of the palace.
After an unfortunate accidental collision with one of the Kokai's, she was ultimately scrapped. But her insignia, a crest at the bow of the ship painted on was forged out of her steel and now resides in a museum. While technically not deployed against any sovereign nation, the Partisan Wars of the 1940s gave rise to hidden convoys and improvised submarines used by the communist revolutionaries. Thus, the Telcontar was ultimately designed to not only protect and detect threats out at sea, but also hunt down convoys. It served with distinction, being the first flagship of his class with the honorable kill count of 12 Improvised Submersibles, 20 enemy mercantile ships, 5 light cruisers, 3 heavy cruisers, and 2 Battleships (moored in dock). Character: Amiable by default, he would like nothing more than to be friends we everyone that he met, having gone so far as to attempt to openly communicate to the Abyssal in several occasions. Despite this, does not prevent him from enjoying combat, getting a massive rush from it. In some cases, getting so carried away that, he will continue to fire on the target until his ammunition is out. And in the case that anyone should turn against the fleet he's in, will have no hesitation in trying to sink you with a hail of 127mm shells and torpedoes.
Special abilities: Jack of All Trade- While not excelling at any specific field, it's versatility allows to fill in certain roles in a fleet and diverse spread of weaponry can tackle most enemies that can potentially be encountered in the sea.
Technical Description of the vessel:
While not the first Fletcher-classed destroyer in the Rynagrian Navy, he was the first to be created in Rynagria, with many following shortly after. Finished by December 1941, he was commissioned shortly after in February 1942. Mockingly named the "CanCan", due the cramped living space in the ship, similar to that of a can and the Captain choice of music he played for the crew when they would go off for a patrol in the Rynagrian coast. However, with the war in the pacific well in their way, Aveugle was quickly deployed into the Pacific Ocean in a destroyer fleet. Primary actions against the Japanese was primarily limited to anti-submarine warfare, using more than 120 total depth charges during their time in the pacific. With all Rynagrian Fletcher-class destroyers supposed to be stay there until the end of the war, that would not be the case during a particular scouting mission. In the process of crossing an open expanse of Aveugle's fleet sector, was discovered by a returning flight of B7A2s and was engaged. Torpedoes already spent, the flight the torpedo-bombers resorted to strafing the deck with their 20mm gun, which would leave 8 dead and 60+ injured. The most damage was done when a particular daring Japanese pilot decided to buzz the bridge, which was disabled by an accurate 20mm gunner, sending the plane's left wing crashing into the bridge and grazing the side of the bridge.
With a third of bridge rendered inoperable, they made their way to the nearest docks and made temporary repairs, the process taking almost two years to get Aveugle to combat ready status. And despite the repairs not being entirely finished, "CanCan" made its way to Rynagrian waters along with the majority of the destroyers deployed in the pacific. Becoming part of the Rynagrian Invasion forces for Arhimenstein, the crew of the Aveugle would experience their most tensest situations. In five separate occasions, the destroyer found itself practically within point-blank ranges for naval encounters in 1944 with Type 34 destroyers, all occurring at night. Choosing diplomacy first, the crew offered truce between crews or surrender their ships. Of the five instances, three surrendered while the other two refused, which were sunk with accompanying submarines. Not long after that, their destroyer fleet was involved in the sinking of an Arhimenstein Scharnhorst-class battleship. From there on out, Aveugle would be relegated to fleet escort duty.
Perhaps the defining moment of his career is the February 1945 friendly fire incident, when during a night patrol, a friendly light cruiser fired upon them and another Fletcher-class destroyer. Gravely damaging his partner, Aveugle fired several torpedoes and the majority of the five-inch guns in retaliation and sunk the friendly cruiser. As a result, the Captain of Aveugle was court martialed and the crew given leave, while the ship was decommissioned. Aveugle's decommissioned status would last until 1947, where it was given a refit for the changing times, such as a more advanced radar system and a more effective sonar. Then in 1989, was given FRAM II modifications, fitting more anti-submarine warfare equipment to help counteract the growing reliance of modern navies in submarines. Designed as a trump card to be used during the outbreak of the Parcian-Volkstradi war, he was used, in conjunction with the vast cruiser fleet of Rome, he served as the Imperial navy as a heavy combat vessel. He is most well known for sinking 3 of the 4 of the Volkstradi Battleship squadron from 12 miles outside their gun range, making use of his advanced radar and fire control computer as well as his super heavy AP shot to devastate them in a few salvos.
He suffered extensive damage during the battle of Cairo, we he was caught out of position and ambushed by the Volkstradi cruiser squadron while anchored. While suffering heavily from the oncoming fire, he held his position and covered various Imperial military and civilian assets out of the neutral country. Luckily the cruisers smaller guns were unable to penetrate his impressive armor plating (owing to the Krupp designed plate).
His return fire was able to sink or heavily damage 8 enemy ships. This last stand at Cairo was immortalized across the world as a massive blow to the Volkstrdi war machine. he spent the rest of the war in a dockyard in Rome. His total kill count came to 4 enemy battleships, 6 heavy cruisers, 8 light cruisers, 23 enemy mercantile ships, 12 Enemy destroyers, and 2 submarines (moored in dock) as well as over a hundred enemy aircraft.
The shipgi--I mena ship boy, came it to being when the abyssals made them selves known. As a person, he is rather shy and secretly afraid of living up tot he reputation of the ship he is named after, but it prepared to do what he hast to do. He likes fishing, redheads, and his family's special formula of Moonshine.
Special abilities: Advanced firing computer - The Montgomery, "Monty", makes use of an advanced firing computer, when used in conjunction with its powerful search radar (limited to 45 miles), Monty can make full use of his 31 mile gun range and rain hell down upon his foes with impunity from over the horizon.
"Super AP" - Making use of Steel jacketed, tungsten cored rounds, Monty can fire a few salvos of "Super AP" rounds, capable of shattering the armor plate of most known warships of his time. Rounds are custom forged in Parcia, at the Imperial Arsenal in Rome, and have to be issued as ordered.

As for his rig, his forward most and rear most guns (#1 and 4) are held in his hands (similar to Fubuki's) while his #2 and # 3 guns are mounted on his shoulders. His conning tower, radar (both search and fire control) as well as the majority of his secondaries, are on his back.
