After the Colonial wars were over, he was put into reserve, waiting to be deployed again. He was continually taken out and put back in and is now more of a Artillery-support ship, covering the smaller ships that were in past engagements with him when he was still, ya know, a ship. The ship is too thin, it needs a wider beam and a shorter draft. Also, 661k tons is WAY overweight. A ship of similar size should only be about 80k tons. Imperatritsa is just on a very very massive scale, so.
EDIT* If you have only 4 14 inch guns, you could bring your ship way down in size. Closer to 500 feet long, 100 wide, ~29 deep. It'd only be about 15k tons at that point. Maybe you should have a look at coastal defense battleships or regular ones. Wikipedia will tell you a lot.

But no, the Montana is a basis, a reference. Montgomry was born out of fightign eldrich abominations that float. As such, the speed is needed.

I should note that you would need an engine more powerful than Ketrin's to move at that speed. In fact, compared to her 345k horsepower engine [which only gets her to 23.4 knots], even a Bismarck, which is 15,000 tons lighter than Montana, would need a 450,000 horsepower engine. This is virtually impossible, so.
Plus, boilers have a maximum pressure and therefore a maximum horsepower.
