Suddenly Coriolanus is correcting exactly those things, things she gave Horizon hell over for attempting to remedy.

One could attribute these things going wrong in Horizon's eyes to there not being a proper command structure. Now, that there is a command structure in place, these matters are corrected, like a good leadership seeing faults should do.
Also, Horizon should feel happy - at least her complaints are not completely ignored. Honestly, did you believe, that everything would continue as it is? Sure, the speed in which the change comes is a bit fast and I'm quite sure, that there's a few kinks to be worked out, but things move.
I'll wait for my Co-OP to give his view on the situation, but so far, I see no break of the rules.

Regardless whether or not you listed any things wrong at the base, you refused to assist and cooperate with other ships and comply with instructions when they were given because you didn't like that Coriolanus won the election for flagship. You denounced the election as mob rule when you yourself were a candidate for this election. Instead of bringing the concern to her in a reasonable and civil manner, you refused directions given to her right off the bat, which is why you got so harsh of a reprimand.

Coriolanus gave Horizon more than enough attempts to peacefully remedy things and she is still offering a chance to remedy things. Horizon is too full of herself to accept this, and so continues on. Horizon has essentially recieved her status as a separate operating entity, so I agree with Selkie, there should be no reason you should be mad. I believe I could have done much worse and a number of other players think so.

It was specified in the IC that shipborne aircraft were being recalled primarily and it was never stated that air patrols would be ceased.

The air patrols continued, and even if not, with the amount of aircraft in the air, it's going to take a while to let them all land, even if they are 'only' fairy piloted. Easy to reroute some onto air patrol with fuel left. Matter closed, end of discussion.
North Arkana, if your hostility continues in this manner and impedes the overall flow and atmosphere of the RP in the way it does, I'll have no choice but to ban you. Consider this your yellow card. Don't let me get out the red one, because I actually like RPing with you in this RP.
Novaya Equestria, I greatly appreciate your willingness to help, but please let either me or my Co-OP handle such matters, because we can actually do something about it. Clear?

Okay. Short version: Coriolanus and Hydrus were elected to a draw, they arranged so that Cor is flagship and Hydrus is Adjutant of the Fleet. Meanwhile, the Novayan carrier Novaya attempted suicide in the rainforest, being sick and tired of loosing fairies like he did in the night before, only quick thinking and good fortune saving him. As everyone had returned, Cor made an announcement and basically threw the North Arkanans out, if they didn't want to cooperate - as they didn't want to cooperate, they stomped off.
Meanwhile, a new carrier, Prophet, arrived in the sector and Higashikawa, formerly Kokai, is soul-searching.
Did I miss anything important?
