You could use stamina as a resource to teleport. Say teleporting three feet once is equivalent to walking. But in the same since teleporting many times say about 10 or 12 times is like running a 100 meter dash at full speed. Porting grate distances (ex: Texas to Mississippi) will leave you drained and will will be in need of immediate sleep and abilities will be non available until you are well rested. Objects like buildings and stuff will need a pretty way of being handled but, once you find a way to control that all your character feats will seem badass.

For anyone that was wondering, my character uses this "draining" system as well, but her power is taking away other people's powers. The longer she concentrates on the person, the longer she takes their power away with the repercussion of losing energy very quickly.

I will not that st least in these early stages she can’t take away Savitar’s due to his sheer power and experience but as she gets better at her powers she could.

Garrick is working for the speed force. Barry wasnt he was just traveling through time.
