Maybe you should contact one of economically strong nations and aske them for investment? Or order some machines from Edison or Yerkes Tesla for rapid industrialization.

Well, Austria can't help too much with that. We have a pretty good economy, but we're not an economic power by any means.

Still, good relations between Germany and Austria would be highly beneficial to both of them - we are neighbors, and old allies.

In 1905, The Kingdom Quebec was an independent nation. The Lieutenant governor at the time, Louis-Amable Jetté, was declared king of the Kingdom of Quebec and a Parliament convened. In 1915, Quebec aids its allies, Britain and France, and send 200,000 men to the Western front, where 45,000 die. Current prime minister, Wesley Derrick, served as a tank crewman in the war. The economy continued to boom until 1929, when the stock market crashed. Quebec was better off than some nations, so in 1929, Canada agrees to sell Newfoundland and Labrador to Quebec. Now in 1930, the economy is starting to buckle under its own weight, and French and English nationalists are starting to clash about which nation they should align Quebec with.

How would hacking work in the pre-internet world? Some kind of powerfull radio- based interference that captures the signal and sends it to decoding device?

Probably the same way it did IRL around this era. Capturing radio signals and decrypting it.

Alternately, sending an operative in to physically manipulate an enemy computer for the purposes of espionage/deception, which is the more setting-appropriate thing to do.

Radio signals. If radio can control planes in this era, decrypting them wouldn't be so difficult.
