Well, it is essentially the same position. It would just be odd to call Robert a king, which isn't a title that exists within the Imperium. It would be like if a Senator asked to be called Imperator.

Sure, Robert can wear what he wants.

Probably when your ambassador shows up. He'll be given the offer to relay to his chief, of being formally accredited as part of the Imperium, and thus being adjoined to the beating heart of humanity and accorded all the privileges and rights therein.

The ambassador has probably shown up by now, you just need to give him the offer
