Tin is the real bitch for bronze. It only occurs in tightly specific geological regions, which Africa lacks at the surface depth that is easiest to retrieve.

It seems the Egyptians got their tin by trading with other middle eastern groups. This creates a difficult situation for the village because that makes what would be Thebes the closest trading partner that would have it, given we don't have enough camels to send an expedition the the red sea, cross it, and trade with, say, what would become Persian groups or the like that would have it. Thebes is canonically established as having slaves from this very tribe. This also means that the only way to really retrieve the tin is through force, since I doubt a 'sophisticated city-state' like ancient Thebes would trade with us when they would be more likely to just take it from us, and winning such a battle would be even more difficult with a lack of bronze weapons.

Mm, yes. That is a bother. But hey, copper tools are better than nothing. They'll likely win your character a place of respect in the tribe, at the very least.

Hmm, legally, it is a bit of a gray area. With Brittany so far afield from the Imperium proper, the Rose Council will likely try to raise a new Great Company to defend her. Imperial efforts in armor/armaments/horseflesh would go to that entity first, but after the Eighth is equipped then local garrisons could draw on resources from the arsenals.

Technically, Robert could raise military units as Flag Commands of any scale, though holding them for longer than five years would require having them codified in law. That would be effectively a private military, though it won't be the first priority for equipment due to being an informal rather than formal force.
