Hemp is also weed( which is smoked) but its apparently better grown than cotton in terms of water usage, time, and general uses. Ego massively grows it because of its uses and its effectiveness as a medicine.
However, once they discover cotton then they will probably switch to that when living in colder places because of wools insulation.
Yes, I think hemp makes a fairly light fabric, which might limit its implementation. Also, it's worth noting that most domestic plants we know today haven't been domesticated in 3000 BCE; hemp won't be as hardy/productive/durable due to not having hundreds of generations of selective breeding behind it like our modern varieties.
Though, industrial hemp is what you would use for weaving and textiles, which is different from hemp as a drug.
