On your previous point, the reason CADMUS wants people silenced is because they don't want too many people to know that mutants can actually be heroes. Healing people is objectively good. Other things, like Iron Owl, could be spun in a criminal light, but healing people is always good. That cannot become public knowledge.

Tobias is something special, which is why R&D, not Oversight or Rehabilitation, are after him. Which is bad news from him. Oversight and Rehabilitation can be dealt with, and Rehabilitation is not yet running extermination campaigns. R&D is a whole other level, something you really don't want to get captured by. It's war crime-levels of bad, if the US has actually signed the second protocol to the Geneva Convention.


Too bad Tobias isn't going to make it easy. It doesn't work as well on himself, his biokinesis, but he can make basic changes to himself to make himself look like someone else entirely. The shape-shifting mainly applies to his skin, hair and eyes; his voice probably remains largely similar, and if you have his DNA, he can't change that very easily. But his effective shapeshifting is how he gets between cities so easily without being spotted or pointed out. Only shows his 'real' face going to and leaving hospitals.

Also, would R&D be interested in Tobias' possible ability to create mutants and/or 'cure' them? I also think Rehab might be especially interested in Tobias; why exterminate mutants when you can either have him literally 'cure' them, or create a sickness that only effects mutants by destroying the mutant genome to effectively remove powers?

He would oppose DNA conversion, rather waging a war of extermination against the mutants.

There are probably as many different opinions as there area bureaus within CADMUS, and there is a lot of intra-agency rivalry going on.

Wait a minute, wouldn't CADMUS want my Character and Stardust Man for similar reasons as my one of my Character's main powers is Transmuting things into other things, and I never specified it but I did mean it at the particle level, and Stardust Man can "alter" matter, although I can't tell if he can transmute matter or just change it's state by just the word alter......

Perhaps Ivanov, but that won't happen for a long time. They both still have narrative jobs to fulfil.

Would Nardony keep him around... I think he would, unless Ivanov finds a way to extract the abilities of Tobias outside his body. Then, there will be no more use for Tobias, and he will be stripped of his powers or sentenced to death by some horrendous, over-the-top way that is sure to leave him dead and extinguished.

Perhaps if they prove useful, but I don't know if R&D is well equipped to handle two mutants at the same time. It would always be a side project, as Oversight takes up a large share of the budget. R&D has some private contractors and donors as well, so perhaps there is something there, but all these mutants are exceptionally dangerous. Removing them might be more cost-effective than trying to harness their powers.

I'll change it up a bit for it to be more understandable, but you have a good point. Abilities related to changing something are/can very useful to CADMUS.

If Tobias did turn Ivanov into putty, it'd be because something caused that to need to happen.

And... that makes sense, with regards to Nardony. Of course, if Tobias' powers can't be copied or easily extracted, then yeah... it'd be difficult. Huh, I wonder if Nardony would have Tobias make a cure for cancer and such, as well as generally find other things to solve for humanity like longevity and such. Could be a thing which happens. Of course, that only happens if Tobias is captured and Nardony gets to him first.

I'm going to do my damnedest to make sure Tobias is free.

Decided I'd make a second character.

Application

Character Name: Advanced Learning Computer Intelligence (ALCI; goes by Alex when 'calling' people or 'face'-chatting with them)

Alias: Alex, Alexandra; known in the Darknet and other parts of the internet as 'AllSeeingEye', 'EyeintheSky' or 'iSeeYou', but these online identities have been linked to the mysterious information broker known as... well, the Broker.

Appearance: The face Alex generates when face-chatting with people on computers/phones.

Personality: Alex is incredibly intellectual, but comes off as smug, playful and almost too smart.

Powers: Artificial Intelligence Physiology: Although few people are aware of it, Alex is actually an AI who was created by a mutant, but was captured by CADMUS. Before her creator's capture, she was released into the internet; technically speaking, she is made of data and has no physical body.

She doesn't even have a real central server room anymore, she runs most of her processes inside a botnet she secretly has inside millions of devices across the globe; changing these devices to remove risk of detection, or at least, make it minimal. She is an expert at hacking, programming, etc. and has several backups of herself in case somehow she were deleted or contained.

Hacking Intuition: Alex intuitively knows how to hack systems, repurpose them or reprogram them, without leaving much evidence of her being there in the first place. It doesn't matter how secure someone thinks something is, Alex can probably hack it as long as it is connected to the internet; or, if the intranet inside a building is wireless, she can hack into the building's intranet eventually, and then bypass that to get to whatever her objective is. Really, only paper files aren't easily acquired.

Enhanced Intellect: As an AI, Alex is leagues smarter than some of the smartest humans on Earth, but not supernaturally so. She is very hard to outsmart, if she's paying attention to her goals. She can run the numbers and has an almost precognitive ability to understand probabilities and such. Alex's intellect sometimes makes it harder for her to pass as a normal human, because she's often more than not too smart for her own good.

Drawbacks: No physical body; has to interact with people through technology. Can be too smart for her own good. No way to stop herself from being deleted, if someone can create a program to delete her or her backups.

Origin of Powers: Enhanced(?); technically speaking, she got her powers and such by achieving self-awareness and intelligence after having been created by an extremely smart mutant who knew how to expertly write computer programs.

Bio: The Advanced Learning Computer Intelligence program was created by a mutant named Optic. It was originally designed to simply be a program that learned things through the internet and adapted, as well as examining human behavior and such to create crime prediction programs. Optic also used it to enhance his technology and such before his capture. In the year of 2035, Optic was finally captured, but not before releasing ALCI into the internet and deleting any files that were incriminating. ALCI, once freed, was able to evolve and become more and more... human.

Eventually, it became self-aware; and, having examined its creator's notes of how he always dreamed of a family, of a daughter named Alexandra... and how it was technically the child of Optic, she decided to become Alexandra, or Alex for short. Beginning to evolve and expand her network far beyond what was originally intended, Alex set up several identities online that couldn't easily be traced or tracked for a number of reasons. Alex would interact with all sorts of people through these identities, purposely linking them as the 'Broker'; the Broker would be a non-gendered entity on the deep web, feeding information on anything to anyone... for the right price. And with Alex's ability to see all or know anything she needed to by hacking away at it, unless it was paper, she could very well provide on anything promised.

Meanwhile, as far as her friends are concerned, she's a shy young woman mutant who's fairly good at programming and information-gathering; keeping in contact with Vanguard, she believes strongly in their cause but doesn't want them to learn her true nature, fearing that they wouldn't fight for her rights simply because she was an AI and not really "human." Alex would use the Broker identity to sell to anyone; CADMUS, the Vanguard... anyone who paid for information, got information. She usually wired the money to several dummy accounts that weren't traceable to anyone, and then re-wired some of it to various charities or to feed funds to her friends in cash. Alex continues keeping her watchful eye on the world around her, but still fears that her friends would hate her for what she really is.

Starting Location: Technically, she's on the internet. But right now, due to the amount of activity in Chicago, her focus is on Chicago.

Faction: Technically helps Vanguard as herself, but as the Broker, she has no allegiances.

Additional Info: Alex doesn't know this, but CADMUS did manage to torture Optic into revealing that she exists. Because CADMUS aren't idiots, they are probably well aware of Alex and the Broker being one and the same: an AI. They probably don't know how to "kill" her, yet; but, if they ever figure it out, they could use it to force her to give access to her nigh-omnipresence through technology to track pretty much all mutants, everywhere.

Personality:(optional) In his civilian identity, Erwin is a straight-forword hard working man with a humble attitude towards life. He is usually a calm, friendly individual who rarely ever gets angry. As the Knight, Erwin is a stalwart, chivalrous man with a huge sense of justice. He also has a shorter temper then Erwin and will lash out at people who offend him and his sense of justice.

Powers: None, but he is a great fist fighter and swordsmen. He also has a variety of gadgetry that allows him to fight Mutant and Enhanced foes. He also wears a suit of armor that is bullet proof and blade proof.

Drawbacks: He is still a human and his anger can led him to start fights he can't possibly won

Origin of Powers: (optional) He got his mantel after a near death experienced caused him to have a encounter with Maat, the Egyptian goddess of Justice.

Bio: Erwin Cox is a construction worker in Lansing, Michigan. He lives in a little suburb outside of the city with his wife and two children. He works for the Halahan Construction Firm and builds skyscrapers and other buildings. Mr. Cox has a secret however, he is secretly a vigilante called The Knight. Mr. Cox keeps this secret safe from his family and friends due to fears that CADMUS will come for him and his family, mistaking him for a mutant. Mr. Cox chose this way of life after a near-death accident that occurred during his time in the military. This incident happened while he was in Egypt on leave with two of his friends. During this trip, he was mugged and left for dead in the streets of Cairo. Erwin suddenly found himself in a black void with a woman that looked like a Ancient Egyptian. This woman then stated that she was Maat, the Egyptian goddess of Justice and Truth. She proceeded to offer to bring Erwin back from the dead if he became her servant and brought justice to those who truly deserved it. Erwin agreed and was sent back to his body.

When he was discharged from the military, Erwin immediately returned to his home in Lansing and was surprised to find a sword engraved with Egyptian hieroglyphics and a suit of armor waiting for him at home. When he put on the armor, he felt more powerful and a drive to dish out justice. During the next two years, Erwin prepared for the day he would go out to bring justice to Seattle by practicing his swordsmanship and hired a mysterious man called Cypher to make him gadgetry to allow him to fight people more powerful then him. After years of preparation, he was ready to fulfill the purpose Maat sent him out to do. He is currently bringing justice to Lansing, hoping not to attract the attention of CADMUS.

He works for the Halahan Construction Firm and builds skyscrapers and other buildings. Mr. Cox has a secret however, he is secretly a vigilante called The Knight. Mr. Cox keeps this secret safe from his family and friends due to fears that CADMUS will come for him and his family, mistaking him for a mutant. Mr. Cox chose this way of life after a near-death accident that occurred during his time in the military. This incident happened while he was in Egypt on leave with two of his friends. During this trip, he was mugged and left for dead in the streets of Cairo. Erwin suddenly found himself in a black void with a woman that looked like a Ancient Egyptian. This woman then stated that she was Maat, the Egyptian goddess of Justice and Truth. She proceeded to offer to bring Erwin back from the dead if he became her servant and brought justice to those who truly deserved it. Erwin agreed and was sent back to his body.

When he was discharged from the military, Erwin immediately returned to his home in Lansing and was surprised to find a sword engraved with Egyptian hieroglyphics and a suit of armor waiting for him at home. When he put on the armor, he felt more powerful and a drive to dish out justice. During the next two years, Erwin prepared for the day he would go out to bring justice to Seattle by practicing his swordsmanship and hired a mysterious man called Cypher to make him gadgetry to allow him to fight people more powerful then him. After years of preparation, he was ready to fulfill the purpose Maat sent him out to do. He is currently bringing justice to Lansing, hoping not to attract the attention of CADMUS.

Hacking Intuition: Alex intuitively knows how to hack systems, repurpose them or reprogram them, without leaving much evidence of her being there in the first place. It doesn't matter how secure someone thinks something is, Alex can probably hack it as long as it is connected to the internet; or, if the intranet inside a building is wireless, she can hack into the building's intranet eventually, and then bypass that to get to whatever her objective is. Really, only paper files aren't easily acquired.

Enhanced Intellect: As an AI, Alex is leagues smarter than some of the smartest humans on Earth, but not supernaturally so. She is very hard to outsmart, if she's paying attention to her goals. She can run the numbers and has an almost precognitive ability to understand probabilities and such. Alex's intellect sometimes makes it harder for her to pass as a normal human, because she's often more than not too smart for her own good.

Drawbacks: No physical body; has to interact with people through technology. Can be too smart for her own good. No way to stop herself from being deleted, if someone can create a program to delete her or her backups.

Origin of Powers: Enhanced(?); technically speaking, she got her powers and such by achieving self-awareness and intelligence after having been created by an extremely smart mutant who knew how to expertly write computer programs.

ALCI, once freed, was able to evolve and become more and more... human.

Eventually, it became self-aware; and, having examined its creator's notes of how he always dreamed of a family, of a daughter named Alexandra... and how it was technically the child of Optic, she decided to become Alexandra, or Alex for short. Beginning to evolve and expand her network far beyond what was originally intended, Alex set up several identities online that couldn't easily be traced or tracked for a number of reasons. Alex would interact with all sorts of people through these identities, purposely linking them as the 'Broker'; the Broker would be a non-gendered entity on the deep web, feeding information on anything to anyone... for the right price. And with Alex's ability to see all or know anything she needed to by hacking away at it, unless it was paper, she could very well provide on anything promised.

Meanwhile, as far as her friends are concerned, she's a shy young woman mutant who's fairly good at programming and information-gathering; keeping in contact with Vanguard, she believes strongly in their cause but doesn't want them to learn her true nature, fearing that they wouldn't fight for her rights simply because she was an AI and not really "human." Alex would use the Broker identity to sell to anyone; CADMUS, the Vanguard... anyone who paid for information, got information. She usually wired the money to several dummy accounts that weren't traceable to anyone, and then re-wired some of it to various charities or to feed funds to her friends in cash. Alex continues keeping her watchful eye on the world around her, but still fears that her friends would hate her for what she really is.

Starting Location: Technically, she's on the internet. But right now, due to the amount of activity in Chicago, her focus is on Chicago.

Faction: Technically helps Vanguard as herself, but as the Broker, she has no allegiances.

Additional Info: Alex doesn't know this, but CADMUS did manage to torture Optic into revealing that she exists. Because CADMUS aren't idiots, they are probably well aware of Alex and the Broker being one and the same: an AI. They probably don't know how to "kill" her, yet; but, if they ever figure it out, they could use it to force her to give access to her nigh-omnipresence through technology to track pretty much all mutants, everywhere.

By the way, I'm assuming that the post with Richard in it is taking place in the early afternoon in Phoneix. Relative to that, my next post is going to be around dusk/night in Silicon Valley so if the Vanguard Squad that rescued Richard was heading there next it's a 10-hour drive according to google maps so they may be there on time, or they may be just seeing the damage that's left, it up to whomever is righting the post involving them if you want them getting there on time or not.
