Government Focus : The Empire focuses on keeping the prestige of being the last of the Diadochi kingdom's while keeping the power of the emperor secured. This includes keeping their cities attractive to foreigner's to show the prestige of the empire and keeping the imperial army large, (though tech wise they are a mixed bag) This attention to citites and prestige has left the country side, besides the extensive road network, relatively undeveloped and abused by the Rajah's who even before they found the opportunity to use their private armies ruled absolute under their fife's. But recent events in southern India has left the imperial army distracted and has allowed the Rajah's to build their own private armies without fearing the wrath of the emperor...for now. The major cities on the coast either fall under the hands of the Rajah's, the emperor himself, or for three cities, The archon's who mainly focuses on keeping imperial trade flowing into the cities, unlike the rajah's the Archon's are allowed to build fleet's and city guard's to protect trade and the city from danger but these must be turned over to the imperial army in times of war. During the time after the harvest taxes are collected by a figurative army of tax collectors that scour the countryside and villages to collect the taxes from Rajah and poor farmer alike, any infraction in tax collection ends up being severely punished by imperial law, severl rajah's have been hanged for their outright refusal to pay 20 percent of their income to the emperor, for when it comes to the imperial treasury, the emperor does not mess around.

The state religion of the Empire heavily depends on the religion of the Emperor himself, for example if the Emperor is Neostorian (or the church of the east) then the official religion will be that or if he is Hellenic-Hindu it will be that on the cycle goes on and on. This will lead to a variety of religions being practiced in the empire and with the imperial government and the Rajah's each having their own prefered religion, the conflicts that spark between said religions tend to get messy if not controlled quickly. The idea for the caste system will be molded into Imperial Law and made more flexible, much to the anger of any wealthier Hindu citizens, say if a Punjab is born in the slums in the city of Askarios ( A trade city on the west coast) He would probably remain in the slums for the rest of his life and only be allowed to interact with other slum dwellers, but if this Punjab says becomes a merchants and becomes successful in his trade he could apply to the Imperial Magistrate of the city to change his offical caste in the goverment's eyes from slum dwellers to being allowed to live in the wealthier parts of the city, if he succeeds he changes his caste, but most people never get this chance and remain where they are for the rest of their lives. But the caste system in the imperial government only really applies to the Hindus and their way of enforcing caste is either little to no existent with the other religions. But say the emperor is Hindu he would then never allow anyone to change caste which in turn reascends the practice in the magistrates.

I don't have the time to read the Arabia app, but what I can say is that historically, the Caliphate was defeated by the Roman-Persian alliance. As such, Islam only spread to parts of Palestina, southern Iraq, and Egypt before the eventual Roman reconquest.

History :
882-1283: The region that makes up the khanate is composed of several often changing states, steady influences from trade and raids with the Romans to the south leads to the eventual change to the Orthodox Christian faith.
1223-1245: Mongol invasions sack and eventually conquer the region, forcing the Russian states into tributary states of the Golden Horde. During this time, the Catholic and other christian fanatics in the North as well as the Scandinavians seem to be more of a threat to the Rus safety do to their fanatical doctrine. This leads to a more accepting nature for their newly established Mongol rulers.
1283: The Principality of Moscow is established, one of the principalities more loyal to the Mongols the region begins to flourish as Mongol protection as well as strategic position quickly earns it power and wealth.
1299: Moscow is made the Seat of the Rus Eastern Orthodox Church, this expands the prestige of the growing Principality of Muscovy and helps to give more legitimacy to Moscow's position.

Government Focus : The days of coexistence are now gone. Under a new ideology, those within the empire are expected to live by the principles of Rome, and due to new efforts in industrialization sparking the creation of the industrial system within the nation workers are surrounded by fliers and other such propaganda as they work detailing the glory of Rome and how Callistae shall better work achieve this goal. This is done to achieve status as the sole Roman successor state within the Americas and as such: the military, the state, and the church are the holy trinity within the country.

This doesn't give the Imperator supreme power however as a military order exist within the state and is a meeting between the Imperator and several high ranking generals to best discuss militant affairs of the country. Further, the senate is open to all within the empire of significant Latin birth(being half born) in which they take a test called the "Permagnum" which assess the intelligence and loyalty to state of the individual before entry within the Senate.

-1508, what would become Callista is founded by the sailor Alexander Bernadus
-1510, "Callista" is coined as the name of the resulting colonies to describe the beauty of the land and the Amazon.
-1545, Treaty of Iconium formalizes Callista as a farming colony of the Eastern Roman Empire
-1555, after ten years and multiple incursions with the natives the governor of the colony with approval from the Roman Emperor begins the "1st Callistan-Native" war, pushing several tribes westward.
-1579, Callista is granted the title of "Overseas Province" By the Eastern Roman Emperor officially making it an Exarchy
-1639, After years of serving as an overseas position the colony is left idle as civil war persist on the home continent, with the Exarch deciding to not choose between Livius or August the shortly lived "Callistan Republic" is proclaimed but holds little sway and is left vulnerable to outside attacks.
-1642, After a few years of independence the Consul, Abraham Theodorus sends letter to August requesting formal aid from the empire. This is granted on the condition that the republic return back under the guidance of Rome, which is granted.

-1690-1700, a series of war expand the colony to its current frontier on the hinges of the Amazon and River Negro leading to a number of natives people being within the empires jurisdiction. Unlike before however the Exarch aims for a policy of co-existence in only utilizing the newly acquired land for resources and farmland.
-1710, bad farming practices and flooding of the Amazon lead to 4yr long starvation period within the colony. Couples by recent wars within the colony both on behalf of the empire and against the natives many colonist begin to grow disatified with the empire's rule over the colony and looking to direct the people's attention towards the empire proper and not his own negligence Exarch Iduma Theodorus begins to unofficially support these growing qualms.
-1741, the people lead under Alexander Amadeus overthrow the Exarch Iduma and crown him 1st Emperor of Callista. This leads to war with the Eastern Roman Empire which sees this as a direct threat to interest in the colony and further insult to the reigning monarch to allow such insurrection. What follows is a ten year long war that sees the colony's capital of Theodora taken by Eastern Roman forces, but this itself doesn't deter the who's emperor Alexander escapes and makes camp in the city of Verbena(Manaus). On their way north the Byzantine troops encounter tough resistance through the Amazon rainforest where the colonist manage to slow down their numbers through small skirmishes through the rainforest.
