The city streets of Frankfurt were filled with noise; Shouts, Yells, and the sound of engines. The people didn't seem to care, they just went on with life as normal, their time living in the city having aclimated them to it all. One person who was not aclimated to it, was Theodor Heuss, the President of West Germany. He sat inside the spacious interior of his Rolls Royce, across from him was Konrad Adenauer, Chancellor of West Germany.
The car sat still, as traffic along the main street had stalled to a sluggish pace. Just at the end of it Heuss could see their destination, the Bundeshaus, the Parliament House. The Cars cabin was filled with the furious sound of rustling papers as Adenauer looked over the papers of his speech, scribling notes here and there, even going as far to toss entire pages out the window. Heuss simply smirked, looking out the window instead, a block of color catching his eye. The German Flag, the flag that he and those other pioneers choose when they created this country.
He closed his eyes, thinking back to the events of last year. He'd stood up before the UN, and lobbied for months for recognition of West German Independence. Months and Months of world had finally paid off when a commitee of German Representatives, the joint US-British Occupation Government and the French Occupational Government met in Frankfurt to outline a consitution for a West Germany Government. On that day, the Federal Republic of Germany was created.
Elections had been held, and by Christmas the final member of government was voted into office.
"How did your meeting with the SDO go?"
Heuss was shaken from his thoughts as Adenauer now addressed him. The SDO... An audiable sigh escaped Heuss's lips, he really didn't want to work with the SDO. He'd been elected on a platform of "Germany First", of rebuilding the German economy and nation back to its former strength. He'd adovcated to the Federal Diet for Neutrality, but in the end both the Diet and the Council had voted in majority to open talks with the SDO. Adenauer had been quite pleased, he'd always been Heuss's polar opposite. Where Heuss preached Neutrality, Adenauer preached for involvement with the Western Powers.
"It went well. They've agreed to take us on as a member state, and we sign ourself to their treaty. It seems your first wish has been granted, lets see if you get your second"
His "Second Wish", which Heuss mentioned was a piece of legislation that Adenauer had proposed to the Federal Council; a bill that authorized the Chancellor to create a National Army, the Bundeswehr, Federal Defense Force. The bill called for the establishment of a Streitkräftebasis, or Joint Support Service (High Command), and a Ministry of Defense. The Ministry would then raise an Army (Heer) of "12 Infantry Divisions, 6 Panzer Divisions, 2 Mechanized Infantry Divisions, 1 Airborne Division and 1 Alpine Division", a Navy (Bundesmarine) of "No more than 16,000 Sailors, 65 ships and 55 Aircraft", and a Airforce (Luftwaffe) of "No more than 20,000 Airmen and 400 Aircraft".
It was quite the contorversial bill, as many saw this as "too soon", seeing as only a handful of years earlier German Military build up had led to a world war. However, many (Including Adenauer espesically) were gripped with fear from the possibility of an invasion by the USSR to put West Germany under the control of the German Democratic Republic. This fear was was Adenauer's greatest weapon, and he planned to use it to its fullest extent when he spoke to the Federal Council today, even if it alienated those of the Communist Party.
"Heuss, the members of the Council and myself all see that a Armed Force is the best way to ensure our safety."
"Not all members, the Communists will oppose you, maybe even the Social Democrats."
"The Social Democrats will vote with us Heuss, they've heard the stories from East Germany, and so have the rest of the Council and the Diet. This bill shall pass, even if its the last thing i ever do."
The car came to a stop in front of the Bundeshaus, and two footmen opened the doors for them. Greeting them was a crowd of German Citizens, who began to cheer as their two Executives came into view. Camera's flashed and reporters shouted at the top of their lungs as the two middled aged politicians climbed the steps to the large grey building, the building where Germanies future has and will be decided in.

BUNDESWEHR BILL PASSED
By Reinhard RaupachYesterday, January 20th of the year 1948, Bill number Four passed with majority support in both the Bundestag and the Bundestraat. The bill has officially established a Federal Defense Force, officially named Bundeswehr for the Federal Republic. President Heuss said in a press meeting after the passing of the bill, that he would "Comply with the wishes of the Bundestag and Bundestraat, in creating a Joint Support Service and Ministry of Defense", which would then raise a Force of over 400,000 Men. The JSS would be lead by a "Chief Inspector of the Bundeswehr", while the MoD would be lead by a Minister. While no recommendations or appointments have been made, many point to Adolf Heusinger as the most likely choice for the Chief Inspector and Theodor Blank for Minister of Defense. Many within the public, primarily from the Social Democracy Party and the Communist Party have cried out, stating that remilitarization is the exact thing that led to the horrors of the Second World War, while others point out that Germany currently has no force to defend itself, short of the Border Guards.
