Upon searching Kramer, the hefty man giving him the pat-down feels nothing except what seems like paper money in a pocket. He leans in toward Kramer before departing and whispers, “I know you’re innocent. Kramer 2020.”

The Marshall gives him a stern look and leads Kramer up the escalator to the terminal. Some in the crowds notice the Senator, though most are too busy to recognize him or say anything.

The Marshall sits Kramer down and sits next to him.

“I don’t think I introduced myself. I’m Jon Ackerman, US Marshall and arrested persons specialist. I’ll escort you the rest of the way to Montana, as I previously mentioned. It’s a long flight, would you like anything to eat?”

Doc was smiling; signing off on bills, and vetoing others, was one of his favorite things to do as governor. He had a glass of Maker’s Mark neat, his custom-made pen with the words “Liberty and Justice For All” inscribed on the side, and a fat cigar awaiting him on his desk. He may have liked this job a little too much. Only two other activities brought Doc the joy that signing bills into law did, pulling the trigger when hunting big game, and the sweet sound of turning the key and firing up a rebuilt motor for the first time.

He took a seat, as a news crew snapped a quick picture of him before leaving him to his work.

He picked up the first bill:

HB541- Increases the allowed production capacity of “small breweries” as defined by Montana law


This bill didn’t take much thought for Stephens. Montana’s booming craft beer scene loved Doc, he held campaign events at breweries and was always a supporter of removing the restrictions that held them back from competing with the nationally-known beer companies. He signed the bill into law.

HB142- Revise insurance law to give mental health parity with physical health


This one took a little internal debate. Ultimately, he was personally against the way the bill was written. Nobody should tell businesses how to operate, and insurance companies should operate as they see fit. Also, this was a heavily Democratic-backed bill with only partial GOP support.

On the other hand, he’d be painted as anti-mental health for going against this. Considering the passage of cannabis decriminalization, and this bill’s provisions for those struggling with substance abuse disorders, it would appear responsible to pass a bill to help with that issue.

In this case, Doc chose optics over personal biases and signed the bill into law.

SB44- Provide process to hold patients harmless from balance billing by air ambulance


Stephens chuckled. The legislature was bound to set him on a course to clash with insurance companies. Oh well, it’s their bill, he thought.

This was another time where Doc didn’t like the decision he was going to have to make. He took a sip of his whiskey, then lit the cigar. It was never a good thing to tell insurance companies, or any companies how to do their business. But air ambulances, life flights, are essential to savings lives in rural Montana, especially for many farmers and hunters and fishermen, much of his voter base. He thought back to what he told his son, that saving lives was the number one goal as a politician. He picked the pen back up and signed the bill.

Jeez I’m getting soft... he thought, three bills in and not a single veto.

SB337- Eliminate board of environmental review


An attempt to gut the state’s authority to asses environmental damages, Stephens wanted no part in this. Montana, he thought, was already easy on businesses as far as the environment goes, and this did very little for deregulation or decreasing spending while cutting out a completely fine program. He vetoed this bill.

HB433- Prohibit condemnation of agricultural water


This bill was actually a pretty good one. The farmers and ranchers would love it, as it prevented towns, counties, and the state from using eminent domain to eliminate agricultural water rights. He signed the bill into law.

HB367- Create voluntary hunting license check-off for predator management


A voluntary $1 donation opportunity offered to hunters when they purchase hunting licenses to help with predator management. A big win for ranchers whose livestock are threatened by wolves, a big win for big game hunters because it helps fund predator research allowing for better management, and a big win for Doc, because it’s voluntary and not a tax. He signed the bill.

HB262- Generally revise concealed carry regulations for legal gun owners


Also a quality piece of legislation, this prevented concealed carry permit holders from being prosecuted for having a concealed weapon when arrested for unrelated crimes. Doc signed this as well.

HB266- Authorize interstate healthcare compact


This bill allowed for Montana to be part of an interstate agreement on healthcare, which is great for the free market. Doc signed this into law

Doc was surprised. You’d think this Republican-led Legislature would at least have a few bills for him to veto. He definitely wouldn’t beat his record this year. He found one worth vetoing though.

SB129- Require insurance coverage of teledentistry


Doc felt like now was the time to make up for the restrictions put on insurance companies by a couple of other bills, so he vetoed this bill too.

Now, it was on to the bills he had a hand in making.

HB668- Montana Cannabis Decriminalization and Exploratory Legalization Act

HB702- Montana Agricultural Community Revitalization Act

SB691- Instituting School Vouchers for Private, Home, and Alternative Schooling


He signed all three bills, and though he didn’t like the homeschool provision of the final bill, he was happy to fulfill a promise he had made to the State Senate Majority Leader.

Doc finished the whiskey and the cigar, signed and vetoed a few more bills, and then went home for an afternoon nap.
