Roberts had to pause a second, as he almost answered this in a different way than what she obviously was referring to. “Well, after you announce preferably,” he said in a dry, flat tone trying to avoid the thought that just went through his mind.

The State Senate was in session, and Governor Stephens chose to sit in on this one, as some of his key legislation was up for vote today.

He’d had a long morning with little sleep, having got up early at his home in Lewistown, driven to the Great Falls airport to drop off his son who was returning to Harvard, and continued on to Helena. He went straight to the senate chamber, completely skipping his office, and took a seat in the balcony.

He watched as votes on a clean energy bill were tallied. He knew that his two things he was there for were up next on the docket.

The chairman spoke; “We will now take up the Montana Agricultural Community Revitalization Act. The Senator from Miles City will present the bill.”

A State Senator from Miles City stood up. “Thank you Mr. Chairman. Montana’s hyper-rural areas have hemorrhaged population for years. As agriculture has become more and more mechanized, less jobs have been available for residents of these small communities, causing them to move to larger cities, often out of state. MACRA will help alleviate some of the population loss by incentivizing local businesses that employ more than 10 people. In addition, this bill better appropriates the state’s education resources in small rural high schools.”

The discussion continued briefly, as most of the important things had already been discussed in committees. The vote finally came.

40 for, 10 against.

Stephens was grinning ear to ear, this legislation was going to cut the state’s wasteful spending so much while fixing some major loss of jobs in small towns.

But he didn’t have much time to celebrate, as the next bill was up. He’d already whipped the Senate majority leader to vote for this, and was hoping he had done the same for the other Republicans.

The chairman spoke; “We will now take up the Montana Cannabis Decriminalization and Exploratory Legalization Act.”

A Democrat from Missoula introduced the bill.

“Montana’s police forces has seen a dramatic increase in their ability to fight against hard drugs since their focus has been shifted away from cannabis after Governor Stephens’s executive order. This bill seeks to solidify that policy into codified law, by taking the following actions, in summary:
1. Nullifying the state’s penalties for possession of psychoactive cannabis in amounts under 1 ounce of leaf/bud, 1/2 ounce of concentrates, and/or 500 mg of active ingredients in edibles.
2. Decriminalizes the possession, production, manufacture and use of non-psychoactive cannabis, commonly known as hemp
3. Reduces the penalty for growing psychoactive cannabis in any amount over 1 ounce to a misdemeanor, with a fine of up to $500 and 7 days of jail time. Eliminates any penalty for growing under one ounce.
4. Funds a cannabis marketplace exploratory committee to examine the costs and benefits of allowing commercial growth and sale of cannabis. This committee is to contain 2 cannabis industry representatives, 2 officials from the Department of Revenue, 1 mental health expert and 1 internal health expert, to report to a Montana Senate Special Session 6 months from the date of this bill’s signing.
5. Allows current medical cannabis providers to sell to the general public for recreational use 1 year from the signing of this bill, unless the cannabis marketplace exploratory committee creates a plan that is approved by the special session mentioned above.

The debate on this was lengthier, though most had already made up their mind. The air was tense as the bill came to a vote.

27 for, 23 against. Doc had to restrain himself from jumping out of his chair in joy. He wouldn’t have to look like an idiot for his executive order, the Senate approved!

He marched straight back to his office and poured a whiskey and lit up a cigar, and happily signed these two bills along with several others later that afternoon.

Stevenson kept from smiling even as she was aware that there was not much chance of anything coming again getting a phone number still felt good. She wrote her own personal number down and gave it to him. "There's mine."
