I've had to do some political gymnastics to get some democratic support for the bill but the final version will include a phasing out provision."

"I do hope you realize how ridiculous it was to literally go and propose adding a new state without telling anyone? You're not making any friends." She taps her fingers on the table. "Still shouldn't be telling you this. But I'll give it anyway. I docket a lot of bills myself don't I?" She scratches something out on a napkin and hands it to him.

"Of course, its an issue I've wanted to tackle for awhile. I know full well it's going to piss a lot of people off, Republicans mainly, but when it comes to the end of the day we have 3 and a half million US citizens who can't vote for president and who aren't represented in congress, not really. I don't like the idea of second class citizens which is de facto what we have, its the same reason I plan on crafting some legislation regarding DACA and the Dreamers."

"Long term the plan is to use this as leverage on the democrats to come to the table on various issues and get Puerto Rico to clean up its act. I don't expect the bill to pass at all, I just want to get some guidelines for Puerto Rican Statehood. Getting its budget under control is priority 1, that plus a referendum and a few other things and Puerto Rico becomes a state. Creating house and senate seats that are likely strong for democrats, that's a heck of a bargaining chip."
