"Congressman Appleby you are correct but in light of the events in California speed is necessary, and forcing states to adopt measures like this does raise serious issues of states rights. Its a much longer conversation we need to have regarding election security and integrity, how do we accomplish it without seriously centralizing elections? Making it optional and providing serious incentives is the fastest way forward and provides a framework for future bills. Making a massive change to our election system is not something to do in a reactionary fashion."
