"Yes I heard you regarding your excuse but frankly its not true. I have the information on how many operations were performed for the purpose of gender reassignment on-hand, its reported by the American Society of Plastic Surgeons, who represent 94% of all US board certified plastic surgeons,. Additionally we have data from the National Center for Transgender Equality, the Williams Institute, the Encyclopedia of Surgery, and other sources to rely on. When it comes to cost we have estimates from Kaiser Permanente, the national LGBTQ Task Force, The Human Rights Campaign, the Philadelphia Center for Transgender Surgery, the Harry Benjamin International Gender Dysphoria Association..."

Anderson ruffles through the papers on his desk and begins to read off information he had prepared beforehand.

"The Williams Institute compiled information from the U.S. Census Bureau's American Community Survey as well as from the Behavioral Risk Factor Surveillance System and says says roughly .6% of adults in the United States are transgender, roughly 1.4 million people. The National Transgender Discrimination Survey by the National Center for Transgender Equality which worked in conjunction with more than 300 transgender, LGBT, and allied organizations reports that 14% of trans women and 72% of trans men do not ever want the full genital reconstruction surgery. 61% of trans and nonconforming respondents have reported medical transitioning and 33% have received surgical transition."

"44% of the trans population identifies as a woman or trans woman, 41% as a trans man, 16% as non-binary. According to William and the Survery, within a margin of error of roughly 2%."

"So taking that information, 44% of the total trans population of 1.4 million is MTF, putting the total at 616,000 people, 33% of trans women have already had the surgery which is 203,280 people. 14% of trans women never want the surgery so thats 86,240 people, leaving us with 326,480 people who either want the surgery or may want the surgery but have yet to have it."

"Now I am not going to do all the math for you, this is just proof that these numbers are available with a bit of math and research. The number is not going to be perfect, they never are but we can estimate the population and cost within a reasonable degree of certainly and make fiscal plans accordingly."

"Representative with how sensitive and intimate a topic one's gender identity is and the discrimination that discourages people from living openly as their true selves, don't you think it is ridiculous to act like surveys can capture everyone who would transition if barriers were removed and that saying that is actually offensive to the people silenced by hateful language and conduct against gender non conforming people?"
