Marlowe looked at a note and starts throwing nervous glances across the room to try to find out who is threatening him.

Stevenson personally wasn't on board with the ideas of the bill. If it weren't for porn her marriage would have been even more unbearable and even though Rossi was probably right with all the studies that she had Stevenson didn't really believe the claims anyways just off of personal feeling. But she was so constantly attacked on that sexual angle that she hoped that this might give her some help especially since other fiscal conservatives like Anderson were voting for and if it did end up passing she could handle the cost "Aye"

Hearing Yang's vote on the side of the Johnsons after everything that had just happened twisted the knife painfully for Rossi, as she bitterly chided herself for being surprised. She made no effort to speak to the Representative from Oregon, but instead turned to go to the other side of the chamber, to have a word on the farther left.

She approached Representative Freeman with a hint of timidity, hands crossed before her. "Representative, could, I, uh, speak with you for, for a moment?"

Freeman had been seated alone, left to his own devices, reclined back in his chair, and silently observing various members of the House conversing, wheeling and dealing, when a rather surprising individual sought for his audience.

"Uh, yes mam. Absolutely." He said, sitting back up, straightening his posture for a moment, prior to standing up. "Of course, what is it you'd like to speak about?" Freeman asked.

"The, uh, the bill, the present bill," Rossi answered.

"I, I wanted to talk to you, in particular because, well, I, I have respected, respected the way you have...have made your political career...with respect, and, uh, decency..." she stole a glance over to Jamie and shuddered.

"You're someone who...even though we, we have some different positions on certain issues....that I think we, we are not very different here. You, I know that you spoke about empathy when you ran for office...and I know you're, you're someone who has, has a great deal of compassion and concern...you, you have a solid foundation."

"I think we can both agree...not, not even right or left...on how something like, something like the pornography of the day...is only demeaning to women, harmful to our place in society. I don't want to just give lots of statistics...but the amount of pornography that is, that is sadistic, or, um, violent or forced...and the, the studies of viewers and their shifted attitudes...I do not think it is something, that, um, either of us think is healthy."

"I wouldn't, um, wouldn't call myself a feminist...I think that, I do not, I have some issues with how that label has been used...but you and I...can have common ground in seeing the objectification....as harmful to women....with the violence that we see accompanies it..."

"I just believe, um, that you're someone that we, that we are not so different in understanding the consequences....the empathy for the victims...and I hope, well, I, um, hope that I could have your vote."

Official Name: Instituting Patriot Day as a Federal Holiday

Overview: This Congress seeks to create a new federal holiday in remembrance of the victims of the terrorist attacks conducted on September 11, 2001. While past configurations of this body have established Patriot Day as a day of mourning and remembrance, this body sees the need to elevate this holiday to the status of other federally recognized holidays.

Section 1: Establishes September 11th of each year, from sunrise to sunset, as a federal holiday by the name of Patriot Day.

Section 2: As is standard for federal holidays, all non-essential functions of the U.S. federal, state, and local government will be closed in observance of Patriot Day. Requires the flying of U.S. flags at half-mast from sunrise to sunset on September 11th of each year.

Section 3: Recommends that public schools observe Patriot Day with a moment of silence at the start of the school day.

Section 4: This Congress hereby will not convene on September 11th any year except in circumstances of grave national danger.

Overview: The United States Federal Government hosts a number of resources extremely helpful for attaining information on our federal government. However, a number of Americans with disabilities have trouble navigating our government sites. For the sake of fairness and equal access to government materials, we must make sure our websites adhere to the highest standards of online accessibility

Section 1: All publicly accessible websites administered by Congress, the White House, the Supreme Court, and federal agencies, are required to be compliant with the W3C Web Content Accessibility Guidelines (WCAG 2.1) as developed by the Web Accessibility Initiative, by January 1st, 2019.

Section 2: Failure to comply with these guidelines by the specified date will prompt the denial of funding for the hosting of said website until the standards are met.

Melvin glanced over toward one of the Johnsons, and smirked as he looked back toward Anna. "You'd do yourself a favor if you don't mind them any. Their antics will get the better of them, eventually."

"Besides, I think you've been handling yourself well, if I may say so myself."

Freeman took a deep breath, and shrugged his shoulders. "I will be completely honest with you. You are absolutely right, Representative. I've found it to be deplorable, degrading to women even. I just, I just have to be honest, and openly wonder if making it more and more costly over the years will, exactly, be the best way to go about it. Those who are addicted to pornography seem to need help in breaking from their addictions, and I don't know if it's exactly fair to say that making them pay more will help them out of their situations."

"I'll save you from having to revisit the point of illegal pornography consumption, ad nauseum."

"Anyway, the way I see it... we're just trying to take two different roads to get to the same point. But, I'm always at least willing to consider anything you'd have to say, Representative."

"I can, uh, understand that," Rossi said sincerely to Freeman's point. "It is, it can be an addiction, and pricing out...will not be a, uh, a panacea for every person...some might be shaken back to reality but...others won't. We've, well, I've, well, my father, we've done some work with trying to help people who struggle with that..."Finally, uh, Free" is what it's called. But, um, I'm getting off-topic."

"I think, I think what is most important is that....while we try to help those who are addicted...that stopping new, new people from getting that far in the first place...that that is so important...um, an ounce of prevention and a pound of cure...I would, I would be willing to listen to, to discussing ways to help those already addicted...I don't, um, necessarily think government is the best way to help them...but I, I agree about it's importance...but I hope that, um, and thank you, for, for considering...I hope that we can make sure that the size of the victims we are helping...whether, um, that's someone addicted...or someone who has been abused...can be as small as possible...and I think this is, um, the right thing for that," Rossi finished.

"Maybe, I'll admit that it could possibly work out that way. But, I won't admit to being an expert on the nuances of the economics within the pornography industry." Freeman said, holding his hands up, glancing toward the Chair.

"Now, I think it may be a little late for any amendments for this bill, but I may consider supporting a revised re-introduced edition of the bill, one that has a max-limit to the tax. I think it would be a bit more palatable to many potential sway voters."

Freeman glanced back toward Rossi, flashing a sincere smile. "Of course, considering the number of Republicans there are, you might just be able to get this thing passed, even without my vote."

"What do you, uh, mean by that? A 'max limit'?" Rossi questioned, curious.

"Well." Freeman stated, leaning down to fetch a copy of notes he had written. "Perhaps I missed something, certainly possible for me, but doesn't much of the provisions stipulate an annual increase?"

"Each added tax, even in the first year, seems to add up to quite a pretty penny in some instances. And, if it remains on the books unamended, it might just exasperate some unintended consequences."

"Right. That, um, well the idea for that is um, about keeping the bill, keeping, um, making sure it stays relevant.... I kept it pretty, uh, pretty low to not have m-major spikes...it is only, up seventy-five cents on the one and two dollars and fifty cents on the other in the first year...but it, um, makes sure that inflation does not make the, the bill irrelevant, especially after Japan...something like, like in the seventies would not undercut it and it is, uh, simpler than indexing...but it also, also keeps the, the reduction of demand through pricing, at a, uh, similar level...since, um, GDP growth and inflation combined at, at present rates...have averaged near five per cent...so the effect, is, um kept constant instead of diminishing just because of, um, time," Rossi said.

"Well, I sure do suppose that is a reasonable expectation." Freeman said, eyeing up his notes some more, then setting back down onto his desk. "But 50%. 25%. 30%. Those are, undoubtedly, quite some significant numbers elsewhere, Representative."

"And I absolutely respect, and do appreciate, the sentiment behind each of them, as well as the rest of the bill, but I will be honest and say that I think this will just simply make people pay more for the things they crave, because it'll be passed onto the consumer, in some way or another."

"Sure, it might may it harder for them to get what they want, in some instances, I'd give you that. But, on-paper, it mostly appears to me that it will just end up operating like an Uncle Sam cash-grab, even though I know you don't intend it to be, rather than, say, a rehabilitation or addiction treatment option, that's all."

"Well that's, well, the p-plan," Rossi stuttered. "P-passing onto the c-consumer, I mean. That's the, um, part of the mechanism to, to reduce demand."

"Like with, with, um, cigarettes...it's, you want it to be, um, more costly...to lower demand and rates...and this is, well, especially more important because we, we don't have a prohibition on, um, on youth usage....it's not, this would, um, well, it's only raising a, not a large amount c-compared to any other, um, taxes...but like you said...it will make it harder to, um, harder to get...and I think, I think we both understand...that that craving...is one that is better, is better denied...then, then catered to....for, for the individual and, and society alike."
