"Representative currently the FCC has the ability to just shutdown net neutrality if the wrong people get in. Furthermore, Title II the thing that protects net neutrality is not a law, and the FCC can repeal it at any time. Keep in mind that net neutrality is something supported by almost everyone in the country. If we want to maintain a free and open internet we must make sure that net neutrality becomes law, so that such a pivotal concept can be codified into law.
The thing is that the internet is not like the other utilities, for the other utility companies it is almost impossible to get away with bad practices without the public noticing, but for the internet, it is very much possible. Throttling is something that is a very big deal, and due to the unique nature of the internet, it cannot be regulated like the other utilities.
Representative Rossi, the poor have not committed any crimes, the sum of money is to extract punishment from the ISP providers. Unfortunately, the poor paying more of their income for basically anything is basically the system since the beginning of time. That is why we have welfare programs to help the poor, since we understand that they use more of income than the rich in just doing anything."
