"The government should have a role in protecting free speech, and I believe that it establishes the freedom of speech everywhere in the United States. The internet should also fall in that domain."

"It is a flat rate, something I thought your party supported. Unless of course, you think that taxes should be a flat sum for everyone I do not think you will take issue with that. That way it hurts large corporations and not so large corporations the same amount. It prevents the relatively small business from going bankrupt over a mistake and it also prevents large corporations from just shrugging off the hit."

"Representative the main purpose of this system is to punish everyone fairly for violations. If say for instance we charged a flat 1 million dollar rate the large corporations will just shrug it off while the smaller corporations would not be able to pay. In charging a flat rate we ensure that violators get a free amount of punishment."

"Representative, do you not trust the FCC to make a good decision on what is best for the internet? Because if you do not think the FCC can handle a problem like net neutrality on their own, then why do we even have the FCC?"

"This bill is meant to punish corrupt ISPs we are not providing a service here, we are not providing a product here, we are imposing a punishment. I am pretty certain that ISPs are not imposing a punishment on their consumers. And it is my opinion that in order for penalties and fines to work they must severely impact and punish everyone equally."

"Representative, do you not trust the FCC to make a good decision on what is best for the internet? Because if you do not think the FCC can handle a problem like net neutrality on their own, then why do we even have the FCC?"

"Representative currently the FCC has the ability to just shutdown net neutrality if the wrong people get in. Furthermore, Title II the thing that protects net neutrality is not a law, and the FCC can repeal it at any time. Keep in mind that net neutrality is something supported by almost everyone in the country. If we want to maintain a free and open internet we must make sure that net neutrality becomes law, so that such a pivotal concept can be codified into law.

The thing is that the internet is not like the other utilities, for the other utility companies it is almost impossible to get away with bad practices without the public noticing, but for the internet, it is very much possible. Throttling is something that is a very big deal, and due to the unique nature of the internet, it cannot be regulated like the other utilities.

Representative Rossi, the poor have not committed any crimes, the sum of money is to extract punishment from the ISP providers. Unfortunately, the poor paying more of their income for basically anything is basically the system since the beginning of time. That is why we have welfare programs to help the poor, since we understand that they use more of income than the rich in just doing anything."

"I believe that every agency needs to have a directive, and this bill is expanding that directive. I did not say that I believe that the FCC will end net neutrality, but is said it was a possibility that it would happen. Now we may disagree on how much the FCC needs to regulate and how much it needs to get out of the way, but right now I hope that us two can agree that a fair and open internet be a bipartisan effort."
