"It is a historic site that already exists on Oahu. Winston gave it a National Monument status but never provided any money, so it is falling apart slowly. I am calculating the exact cost, but it will be a strictly small-ticket item and will not make it past one billion dollars, and probably less. The cost would go down over time once it is up and running."

Official Name: Proposing United States Balanced Budget Constitutional Amendment[/i]
Overview: That the following article is proposed as an amendment to the Constitution of the United States, which shall be valid to all intents and purposes as part of the Constitution when ratified by the legislatures of three-fourths of the several States.
Section 1: In the United States the current debt growth has become unsustainable for future generations, in 2016 federal deficit reached in excess of 400 billion dollars in USD. Furthermore, research via non partisan think tanks have concluded that if the trend continues the United States government will inevitably by forced into dedicating a significant plurality of the budget to just servicing the debt. This bill is meant to encourage fiscal responsiblity by committing the United States to balanced budgets.
Section 2. Total outlays for any fiscal year shall not exceed total receipts for that fiscal year.
Section 3. A minimum of one-tenth of all receipts within each fiscal year must solely be used for the purpose of repayment of federally held debt while said debt remains.
Section 4. Prior to each fiscal year, the President shall transmit to the Congress a proposed budget for the United States Government for that fiscal year in which total outlays do not exceed total receipts.
Section 5. In no case may the debt owed by the United States government be increased in total, from that amount estimated on the first day of each fiscal year, on the last day of said fiscal year.
Section 6. The Congress shall enforce and implement this article by appropriate legislation, which may rely on estimates of outlays and receipts.
Section 7. Total receipts shall consist of all receipts of the United States Government except those derived from borrowing. Total outlays shall consist all outlays of the United States Government added to all funds derived from borrowing.
Section 8. This article shall take effect upon the beginning of the fiscal year immediately followings its ratification.
This bill is then honorably presented to The United States Senate for consideration in order to encourage balanced budgets to improve the United States Law and is backed by Senator Edgar Brankers from Washington on Jan 23rd 2017
