Section 3a: Failure to comply with these rules will count as corporate fraud and appropriate action is to be taken, with no less than 5% of post-tax revenue of the ISP being the mandatory minimum fine.
Section 3c: An exception shall be made to corporation who offer discounts to the poor, and such actions will not be taken as a violation of the law

Brennan: "Can you be more specific with section 3c? Discounts to the poor could be incredibly exploited. A business could shave a penny off and claim the exception."

An expansion of power....a questionable expansion of government into such a, um, critical area should be questioned....the author has not made, made a strong defense of the concept and the bill has not been, er, suitably examined. This bill...this bill could block, um, prevent blocking pornography, for example....or viruses. It is my belief that it is not suitably...refined or defended to pass."
