Parsons nodded. "I do agree, Representative. Net neutrality is very important to me, and many others here. I just wanted to establish if you had any doubt in the FCC's ability to fairly regulate the internet. I like the bill, and what you're trying to achieve. My only question now, though, is why the 5% tax penalty is on pre-tax revenue and not post tax revenue? Penalizing pre tax revenue could cause a company to lose its profit margin, if that margin is low enough. I think it would be safer to penalize post tax revenue, as to ensure companies do not begin to take a loss because of a minor violation of this law. I believe the punishment is to serious for the crime, and I hope you agree."
