"I believe that every agency needs to have a directive, and this bill is expanding that directive. I did not say that I believe that the FCC will end net neutrality, but is said it was a possibility that it would happen. Now we may disagree on how much the FCC needs to regulate and how much it needs to get out of the way, but right now I hope that us two can agree that a fair and open internet be a bipartisan effort."

I just wanted to establish if you had any doubt in the FCC's ability to fairly regulate the internet. I like the bill, and what you're trying to achieve. My only question now, though, is why the 5% tax penalty is on pre-tax revenue and not post tax revenue? Penalizing pre tax revenue could cause a company to lose its profit margin, if that margin is low enough. I think it would be safer to penalize post tax revenue, as to ensure companies do not begin to take a loss because of a minor violation of this law. I believe the punishment is to serious for the crime, and I hope you agree."

"Because it never happens! For the last time that is a red herring. Furthermore, most of the time the ISPs just abuse the power to price differently. Furthermore, if this limitation is not added the ISPs will just tack on things randomly, if you want to play Club Penguin that is an extra 10 dollars for the Club Penguin package, you want to watch youtube that is another 10 dollars for the Youtube package. The ISPs are just going to use lock previously free features behind a paywall and that is not fair."
