Passing it just puts Reed between a rock and a hard place. Either he pisses off a lot of social conservatives, or he pisses off a lot of moderates.
If it passes congress in the first place, its just a resolution no force of law. And we could frame it in a way that just condemns using an executive order to try and counteract a supreme court ruling.
