One cannot be expected to win solely with Cook, as Quinn showed, though one can certainly draw close solely on the basis of a large margin in that county, as Quinn also showed.

It wouldn't take much more than Cook for Smith to win. To be honest, she's a pain in the ass for Democrats in the House, and if they could convince her to run for the seat so they don't have to deal with her obstruction it would be good strategy for them.

Agreed, its not a terrible plan. That being said I think her skills are better suited for Congress.

The difficulty lies in that it is not simply winning Cook County, but winning by an overwhelming margin there, which is not a given with the Progressive situation. Smith has, to make an imperfect, but still useful comparison, an Emanuel/Garcia divide to deal with. She holds the solid nexus of black support, but not the second chief constituency of college-educated white liberals. For a second issue of combative constituencies, Chicago's black/brown divide must be faced. On the latter issue, I believe she has the opportunity to succeed-on the former, however, both with the general Progressive strength and, further drawing on the example, Jackson's CTU support, a major stumbling block is in place. Emanuel ultimately proved successful, if by a moderate margin. He, however, held an advantage among conservative voters, who in this election would be casting their ballots for the GOP candidate.

The issue is compounded when, even presuming a decisive victory in Cook County, most of the downstate liberal vote nexuses (not all, see: St. Clair County) are University-based, tending towards the Progressive vote again.

While possible, Smith would be facing a serious challenge in a gubernatorial race.

SO for Smith the best path forward is focusing on legislation that will make her popular with Hispanics and college-educated white liberals, particularly women.

IRL Illinois Issues for the next election

has a big abortion bill coming up, House Bill 40. Also proposals for a big public works project, gambling expansion, student loan bill of rights, etc. Of course the crazy budget is always a big deal. Illinois is on the verge of becoming America's first state with a junk credit rating. The whole University of Chicago deal with the athletic department, the BLM movement and the Laquan McDonald shooting.

Big one here the decision in March of whether or not to move the national geospatial intelligence agency regional hq to Illinois, which will create 3k high tech jobs. plus CAT is gonna cut 10k people in 2018 and Mitsubishi is shutting down its factory

Not coming up, signed. Illinois conservatives are in an absolute rage. 2018 is near-certain to be a civil war.

I think so too, she would be weak in any executive position. But it’s alright way for the Dems to get rid of her should she become a problem.

I do not think it likely that it will come about in the RP without Jackson making a concerted push for it. It had only a three-vote cushion in passing IRL-with the 2016 elections and Progressive insurgency, the votes to pass it are likely not there, even assuming unity. If the Democratic legislative leaders were to agree to work with Jackson, and the pressure of both brought to bear, it could potentially slip through, but absent that, it most likely will not, particularly with the possibility of Democratic stonewalling to avoid allowing Jackson an accomplishment.

The accentuated budget crisis will certainly be interesting.
