Do China and Japan currently control the West Coast than? I was thinking it would be sparsely populated by Roman colonists from the East Coast, but technically considered under Roman control.

Yes and no. China and Japan, particularly China, have colonial interests in the region, and China has colonies along the west coast.

Nothing in particular beyond suppressing a few rebellious minorities in far-flung colonies and the occasional border skirmish.
The romans do, however, still have gladiator events, so perhaps they could be opposed to that?

Nah, as far out on the frontier as the Republic is, most of them probably wouldn't ever have even seen a gladiatorial game so that isn't much reason to start a full fledged secessionist movement. Maybe a good old-fashioned corrupt Roman governor? New guy gets appointed and decides he wants to turn the colonies into his own personal piggy bank, levies heavy taxes and skims a healthy portion off the top for himself to live in luxury while the people suffer, folks eventually have enough then kill the governor, drive out the (probably quite small) Roman garrison, declare themselves independent of the corrupt Roman Empire, and reestablish the Republic.
