You do understand that Norway created heavy water which is used for nuclear reactions. IRL the scientists were captured by the British late in the war. Here not so much. If yo still say no then I'll change it.

They do have most of the resources and most definitely the scientists to do it, but they wouldn't be able to complete it that quickly. I'd be absolutely fine with you having a well developed nuclear program by the time the IC goes up however, just not starting with nuclear weapons.
