It has the same goal and effect. It was convinent for France to have rebels to tear America from the British Crown. It is convinent for Mexico to have rebels tear those 3 Mexican states from Texas. We might not even have to create it, the Brown Berets do exist and claim Mexico had land stolen from them. If I give them guns, money, and a proper leadership, that's a rebel group potentially.
