I think this came up a few times before. I'm pretty sure the answer was something like:
Technically not, but powers can lay dormant for a while before being triggered by an event/thingamawhosit/something. At least that's the basic idea. I don't want to give you the wrong idea, so that's just the basics of it.

They are born with the gene, but that gene may not be active from birht, it can be activated through extreme emotional stress or other similar things.
