Precinct: Sides of the Line (OOC/OPEN/SIGNUPS)

  • This RP is a loose cousin of Reverend Norv's The Likely Lads, and borrows many elements from not only that RP, but several of my previous creations. However, the events of Precinct take place in 2010 - prior to the events of The Likely Lads. Thank you for everything, brother.
  • Additional credit goes to Evraim for the layout of the OOC intro. Thank you for everything.
  • Everything is ready to go, in terms of apps and such. The information you need is readily accessible, though I will consolidate our information with an additional post.
  • This is a police procedural set in a crime-ridden city. Not every cop is corrupt, but the Portocielo Territorial Police is notorious for its ranks being corrupted by opportunistic officer. There will be violence, there will be racism, there will be things you don't like. That being said, we are to adhere to the forum rules laid out by our moderators.







The Way Things Are in Precinct Six

The TP. Territorial Police. Next to those Lanza wops, we're the biggest players in New Leiden.

I'm not going to sugarcoat it for you; Portocielo is ten times more corrupt and unstable than the fucking Ivory Coast. Indio rebels out in the jungle, Brazilians and blacks peddling dope and guns and girls, the Mob with its hands in every business and every politician's pocket; that's Portocielo - and New Leiden - for you. We play the game like everyone else, and we still meet our quotas.

Downtown, Ciudad Cielo, Waterkant, the Strip. It's got different names, two - Webb and Claes - beaches, good restaurants, and just as much crime as the rest of the city. There are two precincts in Downtown - Precinct Five and Precinct Six; my baby is P-6, working the Webb Beach area. We have sixty-something officers working overall at this precinct, with half that number of duty at any time, and I'm not counting my civvie staff. The job of any police precinct, whether it be in New Leiden or New York or New Haven, is to preserve the law within any given district. How we do it here in New Leiden is a bit more "organic," I'd say.

Makeup of P-6 is pretty generic. The meat and potatoes - as my not-so-much-a-rookie-anymore Ronnie would say - are the Patrol guys. The standard bluesuits who drive around in black-and-white Impalas and Vics, who keep the niggers and the macacos and the Indios from fleecing the tourists too much, and pick up the charges from the local schurks. Most of us started out working the beat. You've also got RPR - Rapid Patrol Response - who drive Chargers and Tahoes, and back Patrol up when things get too hot, but not hot enough for Tactischeeneid - Special Response Team - to bust in with a BearCat. Also some horseback and maritime and traffic cops to staff up some specialty roles. You got Criminal Investigations - Homicide, Organized Crime, Robbery, Theft, Financial Crimes - running cases or taking bribes from the schurks when they want to bump off a rival without police attention. In terms of Special Ops, we've got a CRIMINT - blackmail squad - data server operating, along with our K-9s. Got some Juvie cops, IA rats, and Civil guys, but how real of cops are they, right?

On the other side of the line, you've got the crooks. The bigwigs are the Lanzas, Mafia types who practically own the only other city on the island. They own businesses throughout Downtown, and run protection rackets on some of the classier joints. A big drop below them are the street gangs. The Green Cobras usually run around High Street near Truman Square - up above us. They're real pieces of shit, raping and robbing and murdering anyone unlucky enough to cross them. Fuck, did you hear about what they did to Ronnie's wife? Fucking animals, and all of them deserve to be put to the sword. Next, you got the Sumadores - the Adders. A bunch of Spanish-speaking kids with .38s and 9s in their waistbands, and dime bags of impure meth and brick weed. They hang out around the Boardwalk by Claes, or in the alleys behind the smaller joints. They pay us for the privilege of peddling dope on our beat. The Comanda Paraiso, La Familia, Bewakers, GD; they all have some operations going on, but they stick to their turf; CP in Little Rio, LFL in Monteflores, Bewakers in Eindhoven, and the GD works out of Joint Forces Base Portocielo, in Larksburg. There are some smaller gangs that we don't care too much for, as long as they keep paying us.

I talked about dope-dealing, which is how the schurks around here make bank - as long as the boys in blue get paid their dues. If that doesn't happen, we get dirty. When you're in the Academy, you learn how to do things by the book. Shit don't flow with the book on the streets, so if the gangs don't pay up, they gotta pay another way. They might get busted conventionally, with a drug bust or active arrest warrants on known leaders. Sometimes, we pick a schurk up in the middle of the night, beat them with ASPs in an alley, drive them out to Echo Canyon, and put two 9s in the base of their brain compartment. If a schurk rapes a white woman, hit a business we're protecting, or kills a cop, it's Game Over for them. The gangs are all free to kill each other, but it's up to us to stop them from razing the beaches and catching civvies in the crossfire.

Yeah, we're not straight-laced like our continental colleagues, and I'll be the first to admit that. But one thing you never do as a cop, is rat your guys out. I can't tolerate a fucking snitch going to IA, or the Feds. You might be straight-laced and beholden to the law, but reporting a fellow cop for fleecing a schurk for protection money will get you killed. I cannot emphasize that enough.

Ok, someone's gotta be confused by what this RP is about, where it's set, and all that. Rather than cluttering up the page with a bunch of information, I heavily implore you to refer to the old page for The Likely Lads. The amount of work that Norv put into Portocielo should not be left to waste away. That being said, I am more than willing to clarify anything that you might be confused about.

The general premise for this RP focuses upon the fictional Portocielo Territorial Police Department, which serves the equally-fictional, crime-ridden island of Portocielo. Organized crime and corruption run rampant in the cities, while supposedly-Marxist rebels terrorize the interior of the Caribbean island. Precinct Six is one of two police precincts serving the Downtown District of New Leiden, where the commercial center of the city is located. Players take on the role of various officers, detectives, and other employees within the department, as they deal with the ever-rising rate of crime in their district, and the fluctuating nature of gang feuds in the area. This is a neo-noir RP - much like The Likely Lads, which combines police procedure, sandbox, and plot into an interesting narrative. It will require some basic understanding of police procedure, but it's not hard to gain such a thing from a cursory internet search.

Although your characters are technically on the same side, the lines are much more blurry. More than likely, you're corrupt in some way, whether you fleece gang-bangers for protection money, frequent The Yellow Rose brothel, or rough up minorities for looking at you funny. With a less-than-decent paycheck for risking your ass, why not make a little cash and live life on the side? There is also a racial divide; Portocielo has been controlled by the Caribs, the Spaniards, the Dutch, and eventually, the Americans. The Dutch run the government, the Americans bring in the revenue, the Spaniards run the farms. For everyone else, like the blacks, the Caribs, and the Brazilians, life is hell. Ambition, racial tension, personal loyalties; they all make for an interesting time.

More than likely, your characters - regardless of what their job might be - will know each other, or at least know of each other. Patrol officers and Detectives alike will be partnered up with other players when possible, to compliment one another. Some of you may have come through the Academy - or life - together; others have worked together prior to the events of this RP. Intimate relationships are allowed, rivalries are definitely allowed - but scorn is something that you should always be wary of. Scorn kills.

LAS REGLAS

  • Above all else, show respect in the OOC - and to a degree in the IC. Baiting, trolling, and all that bullshit will be cracked down upon, and Lord help you if you try to spill OOC drama into the IC, which will almost certainly undermine any sort of narrative that we have developed. Work out your differences in a calm, objective manner like adults. I don't like being an arbitrator.
  • Authority falls upon myself and any Co-OPs that I designate. I reserve the right to deny applications based on whatever I see fit, but that doesn't mean that I am not reasonable. Do not ask if you can be a Co-OP. The only authorities above me are the Moderators, but I will do my utmost to keep their involvement to a minimum by keeping a sense of decorum and order about this RP.
  • As I have stated above in the Disclaimer spoiler, this is not a pleasant-type, feel-good RP. There will be violence, racism, and other things that might be disturbing or even insulting. That being said, the whole purpose of roleplay is for entertainment purposes. We're telling a story; not using this RP as a jump-start for torture/rape porn or racialist manifestos. If you want to write smut with someone, do it over some other medium and/or just insinuate the encounter.
  • This is not a completely-linear RP, nor is this exclusively sandbox. Your actions will ultimately create and shape a narrative, though I will still provide direction by way of events and NPCs.
  • You're cops, not soldiers, but there will be blood and violence in sufficient quantities to keep everyone on their toes. Danger will lie in every call and every traffic stop. I will not go out of my way to wantonly kill off everyone, but be warned that actions will bear consequences. Injury and death are consequences.

  • Angelwood: An extremely expensive residential and suburban district of New Leiden, filled with mansions, gardens, gated estates, and limousines. North of Truman Square.
  • Beth El: The major synagogue in New Leiden, located in Marrano Heights in Eindhoven. A large conservative establishment. Frequently vandalized. Also, the prestigious day school run by the synagogue and attached to it.

  • The Blue Moon Diner: A twenty-four-hour diner in Eindhoven run by Duke Joncker and Maddie Joncker. A favorite spot for cops, crooks, and insomniacs.

  • Brammertown: A mostly abandoned area of factories and meatpacking plants in the Port District of New Leiden.
  • Cafe Artemisa: A Cuban restaurant in downtown New Leiden, a third-generation family business run by Ricardo and Celia Flores. Serves homemade sandwiches and coffee for rock-bottom prices. Also sells authentic Cuban cigars; no one knows how they get them.

  • Camp Kimberly: A rumored CIA black site in the Laagveldt, where the Agency supposedly trained right-wing paramilitaries and tortured and killed detainees.

  • Ciudad Cielo: The old Spanish fort on the waterfront in downtown New Leiden. A major tourist attraction.

  • Claes Beach: One of two beaches in downtown New Leiden. Frequented by locals. There is a boardwalk with drug dealers and a run-down carnival.

  • Cuypers Hall: An opera house and art museum in Truman Square, well-known for its respect for the cultural traditions of Portocielo's non-white population. Founded by an ancestor of Wayne Cuypers.

  • Don Lanza's Men: The Portocielo theater company: based in the Admiral Theater in Plezier, sponsored by Don Carlos Lanza. A functional successor to the Meer Men, a well-known stage troupe that counted Robert LuPone, F. Murray Abraham, and William Devane amongst its members. Currently performing William Shakespeare's Hamlet, directed by Adam Streifert and featuring Jim Broadbent as Claudius.

  • Downtown: A central, waterfront, mostly commercial area of New Leiden. Contested between various street gangs, all of which pay protection money to the PTPD. West of Eindhoven, east of Port District, south of Truman Square.

  • Echo Canyon: A deep, steep-sided gorge in the middle of Little Rio. Filled with discarded garbage. The best place in New Leiden to look for a dead body.

  • Eindhoven: A mostly residential neighborhood dotted with mom-and-pop businesses. Mostly white and once mostly middle-class, but now economically depressed. South of Monteflores and east of Downtown.
  • Laagveldt: Deep jungle, or more generally a scary dark place that you should stay away from. Dutch slang used by almost everyone.

  • Lanza Stadium: Carlo Giovanni Lanza Stadium. A FIFA-certified soccer stadium capable of seating up to 30,000 spectators, located in downtown New Leiden, with a press box, concessions, restrooms, an infirmary, locker rooms for the home and away teams, a press room, and a private box with a bar for the high-rollers, among other facilities.

  • Larksburg: Joint Forces Base Larksburg, a federal military installation on the western coast of Portocielo. Population 90,000, mostly from the Navy, Air Force, and Marine Corps. A no-go area for non-military personnel.

  • Little Rio: The Brazilian quarter of New Leiden: a maze of half-paved roads and cinderblock shacks that is split by Echo Canyon. Mostly unpoliced and barely connected to municipal power and sewage systems. North of the Port District and west of Truman Square.
  • Marrano Heights: An prosperous area of Eindhoven almost entirely inhabited by Jews; the center of the Portocielan Jewish community.
  • Madelena’s: A Brazilian dive bar on Wilson Boulevard. Run by João Pedro, last name unknown. Bad booze, worse food, terrible crowd. Everyone in New Leiden ends up there sooner or later, usually on the worst night of their life.

  • Meer Boulevard: The main street of downtown New Leiden. The New Leiden mall is here, and so are a lot of cheap restaurants.

  • Monteflores: A neighborhood of New Leiden, mostly black, dominated by housing projects and poverty. A ghetto built on the site of Spanish slave barracks. North of Eindhoven and east of Truman Square.
  • New Leiden: The capital and largest city of Portocielo. Located on the island’s southeastern corner. Population approximately 500,000, half of Portocielo’s total.

  • The Orange Arms: An Ulster pub on Seacrest Avenue in West Downtown, with a Mexican cook and Brazilian cocktails, owned by Teddy Larkin and used by Liam Mackenzie and the Goon Squad as an unofficial headquarters. It is New Leiden’s cop bar par excellence, and is filled with bluesuits at all hours of the day and night.

  • Orange Park: A recent urban-renewal project intended to separate Little Rio and Truman Square. A rectangle of five hundred acres of greenery that runs north-south between the two districts. At the center of the park is a high wall with one gate.

  • Ortolan Restaurant: A French restaurant in Truman Square, in New Leiden. Every meal costs three figures. A gourmet place for the island’s elite to meet, eat, scheme, and make deals.

  • Plezier: A beach resort town on Portocielo’s northern coast. Permanent population: 75,000. A tourist haven that brings in millions in revenue. Controlled entirely by the Lanza crime family.

  • Pope Tower: The headquarters of Pope Enterprises and the tallest building in New Leiden. Located next to the Governor’s Mansion in Truman Square.

  • Pope Enterprises: Henry Pope’s corporate conglomerate, responsible for most of the banking, hotels, and construction contracts on Portocielo.

  • Port District: A waterfront area in New Leiden, dominated by cargo ships, shipping infrastructure, warehouses, and Brammertown. The 2nd Precinct, the Goon Squad’s base of operations, is here. West of Downtown, south of Little Rio.

  • Portocielo Herald: The main newspaper on Portocielo, published in English, Spanish, and Dutch. Characterized by a heady mix of actual news and tabloid sensationalism. Headquartered in downtown New Leiden on Meer Boulevard.

  • Portocielo Judicial Complex: A compound on Truman Square in New Leiden that houses the Portocielo Territorial Court, the island’s federal district court, and the headquarters of the PTPD. A massive pile of brutalist concrete.

  • Pritchard’s Garage and Auto Shop: A car mechanic shop in Eindhoven, run by Ed Pritchard. Specializes in fixing up classic cars and in building secret compartments for hiding drugs.

  • PC1: The major highway connecting New Leiden, Plezier, and Larksburg.

  • PC2: A proposed southern highway connecting New Leiden and Larksburg, not constructed.

  • Precinct 6: The PTPD Precinct that oversees police operations in Downtown New Leiden, specifically the Webb Beach area. A number of the officers in this precinct are involved in less-than-legal activities.

  • Quatorzes: The fourteen largest plantations on the island of Portocielo; also, by metonymy, the fourteen elite Spanish families that own them.

  • Raamgracht Expressway: A four-lane highway, running north to south, that separates Truman Square from Monteflores.

  • Rojas Square: A large plaza in downtown New Leiden. There is a flea market here on Saturdays.

  • San Joaquin de Villarey: An enormous hacienda owned by Sebastien Carilla, sprawling across fifteen miles of the southern coastal plain of Portocielo. Also a well-regarded brand of rum distilled from the sugarcane produced on the hacienda of the same name.

  • Seacrest Avenue: The main east-west thoroughfare in New Leiden, running along the coast from Eindhoven, through Downtown, to the Port District.

  • St. Benedict's Orphanage: A Roman Catholic orphanage situated on the border between Eindhoven and Monteflores. Notorious for its stringent administration (and possibly child abuse) by the Sisters of Charity of New Leiden. Closed in 2004 due to bankruptcy. Now abandoned and frequented by drug peddlers.

  • Territorial Assembly: The legislature of Portocielo. Also refers to the actual building where the Assembly meets, on Truman Square.

  • Truman Square: A large cobblestone plaza dotted with statues and fountains, on which stand Pope Tower, the Territorial Assembly, the Governor’s Mansion, and the Portocielo Judicial Complex. Also: a district surrounding the square and named after it, dominated by office buildings, corporate headquarters, and government centers. North of Downtown, south of Angelwood, west of Monteflores, east of Little Rio.

  • Webb Beach: One of two beaches in downtown New Leiden. Aimed at tourists, and filled with pickpockets and peddlers of fake Rolexes.

  • Webb Street: Alongside Meer Boulevard, one of downtown New Leiden’s two primary streets. Slightly smaller and slightly higher-end than Meer. The Yellow Rose brothel is on Webb Street.

  • Wilson Boulevard: A major east-west road in New Leiden that divides the Port District from Little Rio. Non-Brazilians don’t go north of Wilson without permission.

  • The Yellow Rose: A brothel and call-girl service on Webb Street in downtown New Leiden, run by Clara Ramirez. Known for its varied services and for treating its girls humanely.
  • Constable: The lowest rank in the PTPD. Always either Patrol or Corrections officers.
  • Senior Constable: One step above Constable; basically just a pay increase.
  • Corporal: A leadership rank making the same as a Senior Constable; Corporals typically serve as Field Training Officers.
  • Detective: The criminal investigators of the PTPD. Tasks might range from settling robbery cases to raiding gang hideouts.
  • Sergeant: Serve as supervisors in precincts. Sergeants are senior officers, and can be found in every division and every unit.
  • Lieutenant: Senior officers who lead their own squads, be they in Patrol or CI or wherever.
  • Captain: Senior officers in charge of precincts.
  • Major: The major leagues; these officers lead entire divisions.
  • Deputy Commissioner: Below the Commissioner; in charge of monitoring the leadership of the divisions.
  • Commissioner: The head honcho; responsible for devising and implementing policy for the department as a whole.

PERSONALITY: Smit used to be an ambitious man of ideological determination. In his youth, he was somewhat careless, especially while studying in Original Leiden. His legal studies, however, grew a real sense of determination in him, as well as an ambition to ‘do the right thing’. He returned to the island as a lawfully good character, as the D&D fanatics might proclaim. However, reality on the island slowly purged this from him, and eventually, he snapped. Now, he has become a pessimistic man of little care. He cares for the law, yes, but not enough to do his damnest. He will let the small fish go to catch the little fish, he will make deals, he will allow himself to be bribed. He is just part of the market. His old idealism is gone, making room for a purely pragmatic ‘product of a free black market’, as he calls himself. A tool to achieve the most efficient economy.
TRAITS: Likes gin & tonic, his BMW, his luxurious apartment, the company of ‘men of the night’. Dislikes deaths and violence, which is about the only form of crime he is still against from an idealistic standpoint. He also dislikes politics, and people in general he can barely tolerate.

WEAKNESSES: Very slow to trust, has an uncontrollable temper and can erupt in fits of anger, has a painful left knee which keeps him from running

He’d be just as happy with a farm in the Inner Country, armed with a shotgun and a good glass of gin tonic.

James, your character is good, so far. The only issue is that he is a lying lawyer, not a cop. That being said, I am more than open to it. He would be an Assistant District Attorney, with the Territorial Department of Justice.

BASIC HISTORY (five paragraphs):

Born in Los Angeles, Autumn's parents were straight-laced, honest to god, suburban family in West Hollywood. Her father was a self-made businessman with chain of laundry, while his mother was a second-generation of her Spanish family here in LA, a housewife. She grew up fine, well, good childhood, clean and all. No crimes of children or anything, not till she's in high school. She developed a strong sense of hobby in vehicles, through her father's cars of Ford and Toyota.

When she was in high school, she was the cheerleader, part of the cheerleaders in the high school. She's popular, funny, but in a way seemed to be a determined and idealistic one. She attempted to befriended almost everyone in the school, a friendly but wasn't quite successful. Not all liked her friendliness, though she didn't mind at all. By this point, her mother had begun to worked on as a part-time fashion designer. Nothing fancy, maybe designed some new designs for bags, then she sold the designs to her friend so it could be constructed, eventually established a clothing store, of some kind. After graduated from high school, she went on to university for a Spanish Literature degree, graduated when she was 22.

She entered the academy shortly after, and finely tuned with the law enforcement in Los Angeles Police Department. After graduated from the academy, she became a Patrol officer for awhile. In time, she accidentally busted out a small-time street racing connected to a much larger network. They looked over her backgrounds and promoted her into part of Gang and Narcotics Division. Apparently there is an independent criminal ring of vehicle-related crimes consisted of those who were expert enough in vehicle. Since she known some facts previously regarding the small-time ring, she was enlisted to surveyed closely on their movement. The operation went on for years, and of course, when she busted down one of the major figure in the ring, causing the ring to fell on Los Angeles but on the other cities.

It went about as expected. They had their own cops within their payroll, but LAPD not going to made sure they got away easily, and thus the firefight happened when that happened. Though in the end LAPD won the fight, but she was shaken when her mother was revealed to be part of the ring, apparently using her clothing store as a front for laundering money. Her father divorced her mother because of shockness, and she disavowed her mother as well. Out of sadness and emotional, despite pleas not to. No longer as naïve as before though still maintained idealism, she gotten herself into bribery and payroll, not because of necessity but because she was frustrated as sometimes the investigations didn't went through as planned, and to topped it off she had to went for therapist over the emotional issue, though not for long. She turned to alcohol in the process.

Eventually, she feared for being caught by the IA as they began the crackdown of corruption within the Gang and Narcotics division, and thus asked for transfer to somewhere far and busted all of those who bribed her, rendered her as their enemy in the process. She was transferred to Portocielo, served for 4 years as of now.

I think that the prospect of Autumn, a non-islander and non-Dutch officer who is straight-laced compared to her colleagues, being a Sergeant in OCU would be improbable. Perhaps make her a Detective.

Hmm, right. Yes, I was being quite unsure whether she should be a Sergeant or Detective. She's not straight-laced, we can say that she's also corrupt but she still not the most corrupt.

Illegitimate daughter of the owner of a construction company and his stripper mistress after one or another steamy encounter in a Bronx nightclub, her father shrugged off the scandal and took her in, treating her as well as could be expected. Probably helped that he wasn't married at the time, so he didn't have much to worry about there. No, no. What got him in the end was his dealings with the Mob. That was one thing he couldn't shrug off. No, no. Not when one of their guys started sniffing around her and making noises about waiting a couple years. So, all things considered, he did what came natural. The Feds' NYC office couldn't get enough tape recorders to hear about everything he told them.

WITSEC shipped the two of them down here to the badlands. He's an old man now, literally, not worth the Mob's time to knock off now. Not so young when she was born, definitely not so young now. She did all right in school. Not Ivy League, but all right. Smart kid, good with people. She had a funny way of knowing what to do with 'em, even if she wasn't book-smart. Leastways, she got through the Academy no problem. Better than in school, in fact. Her old man, though, just 'cause he'd gone and snitched didn't mean he was entirely straight himself - and I ain't talking about being queer.

Oh, don't give me that look. Blood doesn't out like that. Sure, no one believed it at first. Not until she went and set up her own digs just to show us. Couple years out of the Academy, she figured out things weren't squeaky clean in District Six. Half a year after that, she was shaking down tourists for nickels and dimes to finish up their theft and robbery cases. Like I said - smart girl. Didn't ever try to bite off more than she could chew, starting small. That was back when she was at T&R with me, and we went from there.

Now she's all the way up to smuggling. Payoffs from whoever wants whatever here, long as it's not guns or bombs. Everything else goes. Payment in cash or her latest vice of the week. That '68 Shelby Cobra is a dead giveaway that she's out having fun. Not sure what she uses when she's on the job, though. Notice I didn't say on the clock. No, no. Two entirely different things.

That's all I know. She's a good cop. Did just fine by me when we were partners here at Theft and Robbery, and she seems to be doing just fine in Harbor Patrol. What's that? Oh, she moved over there three years ago. We joked about that, the night before she transferred. I was going gray, and she wanted greener pastures. The kind of thing you tell someone who has the same priorities as you. Same feel.
