The Way Things Are in Precinct Six
The TP. Territorial Police. Next to those Lanza wops, we're the biggest players in New Leiden.
I'm not going to sugarcoat it for you; Portocielo is ten times more corrupt and unstable than the fucking Ivory Coast. Indio rebels out in the jungle, Brazilians and blacks peddling dope and guns and girls, the Mob with its hands in every business and every politician's pocket; that's Portocielo - and New Leiden - for you. We play the game like everyone else, and we still meet our quotas.
Downtown, Ciudad Cielo, Waterkant, the Strip. It's got different names, two - Webb and Claes - beaches, good restaurants, and just as much crime as the rest of the city. There are two precincts in Downtown - Precinct Five and Precinct Six; my baby is P-6, working the Webb Beach area. We have sixty-something officers working overall at this precinct, with half that number of duty at any time, and I'm not counting my civvie staff. The job of any police precinct, whether it be in New Leiden or New York or New Haven, is to preserve the law within any given district. How we do it here in New Leiden is a bit more "organic," I'd say.
Makeup of P-6 is pretty generic. The meat and potatoes - as my not-so-much-a-rookie-anymore Ronnie would say - are the Patrol guys. The standard bluesuits who drive around in black-and-white Impalas and Vics, who keep the niggers and the macacos and the Indios from fleecing the tourists too much, and pick up the charges from the local schurks. Most of us started out working the beat. You've also got RPR - Rapid Patrol Response - who drive Chargers and Tahoes, and back Patrol up when things get too hot, but not hot enough for Tactischeeneid - Special Response Team - to bust in with a BearCat. Also some horseback and maritime and traffic cops to staff up some specialty roles. You got Criminal Investigations - Homicide, Organized Crime, Robbery, Theft, Financial Crimes - running cases or taking bribes from the schurks when they want to bump off a rival without police attention. In terms of Special Ops, we've got a CRIMINT - blackmail squad - data server operating, along with our K-9s. Got some Juvie cops, IA rats, and Civil guys, but how real of cops are they, right?
I talked about dope-dealing, which is how the schurks around here make bank - as long as the boys in blue get paid their dues. If that doesn't happen, we get dirty. When you're in the Academy, you learn how to do things by the book. Shit don't flow with the book on the streets, so if the gangs don't pay up, they gotta pay another way. They might get busted conventionally, with a drug bust or active arrest warrants on known leaders. Sometimes, we pick a schurk up in the middle of the night, beat them with ASPs in an alley, drive them out to Echo Canyon, and put two 9s in the base of their brain compartment. If a schurk rapes a white woman, hit a business we're protecting, or kills a cop, it's Game Over for them. The gangs are all free to kill each other, but it's up to us to stop them from razing the beaches and catching civvies in the crossfire.
Yeah, we're not straight-laced like our continental colleagues, and I'll be the first to admit that. But one thing you never do as a cop, is rat your guys out. I can't tolerate a fucking snitch going to IA, or the Feds. You might be straight-laced and beholden to the law, but reporting a fellow cop for fleecing a schurk for protection money will get you killed. I cannot emphasize that enough.

What is This?
Ok, someone's gotta be confused by what this RP is about, where it's set, and all that. Rather than cluttering up the page with a bunch of information, I heavily implore you to refer to the old page for The Likely Lads. The amount of work that Norv put into Portocielo should not be left to waste away. That being said, I am more than willing to clarify anything that you might be confused about.
The general premise for this RP focuses upon the fictional Portocielo Territorial Police Department, which serves the equally-fictional, crime-ridden island of Portocielo. Organized crime and corruption run rampant in the cities, while supposedly-Marxist rebels terrorize the interior of the Caribbean island. Precinct Six is one of two police precincts serving the Downtown District of New Leiden, where the commercial center of the city is located. Players take on the role of various officers, detectives, and other employees within the department, as they deal with the ever-rising rate of crime in their district, and the fluctuating nature of gang feuds in the area. This is a neo-noir RP - much like The Likely Lads, which combines police procedure, sandbox, and plot into an interesting narrative. It will require some basic understanding of police procedure, but it's not hard to gain such a thing from a cursory internet search.
Although your characters are technically on the same side, the lines are much more blurry. More than likely, you're corrupt in some way, whether you fleece gang-bangers for protection money, frequent The Yellow Rose brothel, or rough up minorities for looking at you funny. With a less-than-decent paycheck for risking your ass, why not make a little cash and live life on the side? There is also a racial divide; Portocielo has been controlled by the Caribs, the Spaniards, the Dutch, and eventually, the Americans. The Dutch run the government, the Americans bring in the revenue, the Spaniards run the farms. For everyone else, like the blacks, the Caribs, and the Brazilians, life is hell. Ambition, racial tension, personal loyalties; they all make for an interesting time.
More than likely, your characters - regardless of what their job might be - will know each other, or at least know of each other. Patrol officers and Detectives alike will be partnered up with other players when possible, to compliment one another. Some of you may have come through the Academy - or life - together; others have worked together prior to the events of this RP. Intimate relationships are allowed, rivalries are definitely allowed - but scorn is something that you should always be wary of. Scorn kills.
LAS REGLAS
- Above all else, show respect in the OOC - and to a degree in the IC. Baiting, trolling, and all that bullshit will be cracked down upon, and Lord help you if you try to spill OOC drama into the IC, which will almost certainly undermine any sort of narrative that we have developed. Work out your differences in a calm, objective manner like adults. I don't like being an arbitrator.
- Authority falls upon myself and any Co-OPs that I designate. I reserve the right to deny applications based on whatever I see fit, but that doesn't mean that I am not reasonable. Do not ask if you can be a Co-OP. The only authorities above me are the Moderators, but I will do my utmost to keep their involvement to a minimum by keeping a sense of decorum and order about this RP.
- As I have stated above in the Disclaimer spoiler, this is not a pleasant-type, feel-good RP. There will be violence, racism, and other things that might be disturbing or even insulting. That being said, the whole purpose of roleplay is for entertainment purposes. We're telling a story; not using this RP as a jump-start for torture/rape porn or racialist manifestos. If you want to write smut with someone, do it over some other medium and/or just insinuate the encounter.
- This is not a completely-linear RP, nor is this exclusively sandbox. Your actions will ultimately create and shape a narrative, though I will still provide direction by way of events and NPCs.
- You're cops, not soldiers, but there will be blood and violence in sufficient quantities to keep everyone on their toes. Danger will lie in every call and every traffic stop. I will not go out of my way to wantonly kill off everyone, but be warned that actions will bear consequences. Injury and death are consequences.
