I think it's more appropriate for Celestia to call the summit, since it's a political and not a strictly friendship matter.

We can definitely do a little slice of life to get everyone to introduce themselves before Rex declares Diamondgrad independent.

Well, guess what, if they're going to be talking about the 'changeling problem' then the changelings should be able to have a say and the all delegates should listen, otherwise they'll just prove themselves as a bunch of petty cowards.

To be fair, Lethe is probably going to do their own thing regardless. It's not a big loss if they don't show up.

Although... if the point of the summit is really Diamondgrad, and the only ones directly affected are the sand changelings, who are isolationist anyway, why would changelings come?

Because Changeling colonies are pretty much in all mountains and caves at this point, but I see your point.

That's not really how real life works. Would you expect Nazis and Zionists, or Jihadists and Christian Zealots, or black supremacists and white supremacists to sit at a table together and reasonably discuss something? People have a tendency to avoid discourse with their ideological opposition, especially when they have a fundamental and zealous disdain for said opposition. It's not realistic to expect the anti-changeling wing of Equestrian politics to be willing to attend a meeting with their mortal enemies, and even if they did it would inevitably end in a dysfunctional mess with nothing getting accomplished as the two ideological groups involved would both despite one another and support mutually exclusive policies.

If Celestia wants to diplomatically reach out to Cloudsdale, or to Lethe, or to the Northeast Confederation, all of which are distinctly anti-changeling nations, she's going to have a far easier time if she doesn't actively surround herself with changelings. It's really going to be far better to have the summit be exclusively for the Equestrian states; if the changelings got involved, it would be far less likely that said states would be willing to agree to the summit in the first place.

I would assume the main focus would be on a more important issue. If it were just about a tiny new city state in the far south, chances are most governments, especially the northern ones like the Crystal Empire, would not be anywhere near concerned enough to want an international meeting about it.

What if a non-Equestrian state summoned a meeting not as a response to, but as a way to prevent a crisis? probably tensions are already mounting and foreign players want to keep the whole thing from blowing up?

We've also still got my idea of starting the IC with Cold-War treaties instead of an international summit; that idea seems to be pretty agreeable with everyone. Having both sides hold their own exclusive meetings sounds like a much more solid way to start things off, I'd say, since it's not only more likely that the ponies involved would agree to meet with like-minded leaders but it would also have a stronger reason behind why they're meeting (which is to create international blocs to protect their respective agendas, a reason which I feel would be more internationally important than the issue of Diamondgrad).

It was a forgivable oversight for Celestia not to call Discord to address the Temple the first time.

In retrospect, it was for the best. He's probably just still having tea with Fluttershy.

First: Discord has chaos magic, which would probably make disharmony worse, not help to bring about peace and harmony.

Secondly, I think the idea of Celestia locking up the leaders in a room is hilarious XDDD

If FRE is as insistent as he is, that's going to end in blood seeping out of the room.

Also, what business does Celestia have ordering two countries around? She's not the head of a world government; not even the President of the United States can just force two countries to engage in diplomacy.

Well, to quote King Theoden from Lord of the Rings:

"You have no power here!"

The All-Maker uses the same kind of magic that Discord does; any action by Discord would be met by an equal reaction by the All-Maker.

And even if Celestia could magically teleport the All-Maker and all the changeling rulers into the same room, it probably wouldn't end well for the changelings, on account of having a genocidal anti-changeling demigod right next to high-ranking changeling nobility.

Like I said in my All-Maker application, he is probably the number one obstacle blocking the pro-changeling agenda and the prospect of Celestia being able to reunify Equestria. 8. Bio (two paragraphs minimum): Anaxippos was born in the Purple Room of the Imperial Palace, as custom for the foals of the Emperor. Being the crown prince, he did not grow up in the luxury one would think he would have had when growing up, having had a rather spartan upbringing. His foalhood was simple, teaching and an austere (for a Crown Prince) life.

Upon his coming of age, as is tradition in his family, he enlisted in the Ippeian Navy under a fake name. As Akakios he participated in some combat against the Saddle-Arabian Navy during an incident between the two nations. His time of service under this name finished a year ago.
Since then, he has been dedicated mostly to court duty, being more of a negotiator than a schemer, he has already build a power base (as is custom) in the Ippeian Court, in preparation to take the throne upon his father's death.
