Upon his coming of age, as is tradition in his family, he enlisted in the Ippeian Navy under a fake name. As Akakios he participated in some combat against the Saddle-Arabian Navy during an incident between the two nations. His time of service under this name finished a year ago.
Since then, he has been dedicated mostly to court duty, being more of a negotiator than a schemer, he has already build a power base (as is custom) in the Ippeian Court, in preparation to take the throne upon his father's death.

I'd actually completed a fairly large part of the post itself before the IC had even gone up, but making the additions I need should be a piece of cake.

Princess Celestia

Celestia sat down on her throne with a troubled mind. She supposed to be going to an extremely important meeting about the formation of yet another nation. Much have changed and over the past ten years the Equestria she once ruled as crumbled into dozens of nationstates bickering and clashing against one another. Now with a new nation breaking away from yet another, the possibility of reunification sounds like a dream not even Princess Luna could produce.

Speaking of Luna, the Princess of the Night have turned out quite sick recently. This meant that Celestia found herself unable to go to the meeting in order to look after her young sister. Sighing, the Sun Princess took out some ink and parchment and began writing a letter to her former student, Twilight Sparkle.

Dear Princess Twilight Sparkle

You are well aware that a new sovereign power has been established called Diamondgrad. I have been called to a summet regarding discussions about this new nation as well as the current situation with our Changeling Friends. However, Princess Luna has turned sick recently making me unable to attend. Could you, Princess Twilight, my most trusted friend, attend this meeting in my place? I would be very grateful if you do and I wish you good luck.

I was under the impression that the whole Diamondgrad thing was going to be unknown to the rest of Equestria until their declaration of independence. Has something changed?

Why would she? Unless she has spies scoping out random caves in mountains looking for anything interesting, I find it rather doubtful that she would even be aware of the presence of hidden diamond dog settlements, much less the fact that said diamond dogs intend to declare independence. They haven't even made their declaration of independence yet; even if Celestia knew about the diamond dogs living there, as far as she would know there wouldn't be anything of interest about them (especially considering how her attention would most likely be directed towards the nearby All-Maker, the actual threat towards her government, as opposed to remote mountains).

Why? Diamondgrad is in the middle of Lethe, not Equestria. She's less likely to know about developments in other countries than in her own.

Further, the Diamond Dogs have always seemed to operate under the radar of virtually everyone, especially for something as world-changing as their own nation.
