You're literally missing the point. From the Soviet Union occupied Ukraine, your economy would have been going to shambles, combined with the fact that Romania would had realistically had since the end of WW1 now to essentially build up their economic might to something that Ukraine could never catch up with. Stop drawing parallels to irl data that doesn't apply here. Ukraine had a better economy irl because it was at the hub of Soviet heavy industry and shipbuilding.

Hmm. What I am saying is that whereas, surely, Romania had more time, it did not have the manpower nor the resources Ukraine had, in case it was to build up its economy. Not to mention that immediately after the end of the Civil War, it already was the main part of the USSR's industry. The base would be there, just as IRL, yet it would have neither been destroyed nor moved eastwards. Whereas Romania was not so much of an industrial place in the pre-WW2 period.
