They did. I still control them up to the point if they want to join someone else or become sovereign.

Well, I mean I'm biased, I obviously want them back into the Federation, so... that's why I didn't want it left up to me since that would be unfair.

Not that I wouldn't still try and make sure that I got them back, even if the referendum/vote fails lol, but still.

Though I will say, that neither nation really has a shot of surviving as a independent nation. Too sparsely populated, too little infrastructure...
