Pierre de Napoléon might decide against helping the rebels once this overthrow maybe reaches the Chief of the French State's ears, he might want to go full authoritative and march men across Italy and see what happens, or I could just have some promotion hungry general lead a force across the french-Italian boarder while the conference is going on, that'd be awkward.
