Biography:
James Pepper was born in Dixie County, Florida, in 1961. His mother was a homemaker, and his father was a Baptist minister. Pepper played football in high school, and was quite popular, though not very academic. Upon graduating, Pepper married his high school sweetheart, and got a job as a salesman at a Ford dealership in Tallahassee. After 5 years in the big city, he moved with his wife and twin daughters back out to Liberty County. In Liberty County, Pepper went into business with a local veteran to establish Liberty County Guns, a gun shop that became successful quite quickly. At the same time, his girls aged, and he became a volunteer for the Girl Scouts, becoming a donor and eventually Chairman of the Florida Panhandle Council. Pepper was struck by 9/11, and was driven to serve his country. So, in 2002, he ran for a vacated state House seat in the 7th district. He ran to the religious right, and won the primary, and subsequently the election. He served as a state Representative until 2009, when he resigned upon the election of Winston and became an organizer for Tea Party Patriots, opening several chapters across the Panhandle. In 2010, he stood for election in Florida's Second District, winning the primary handily with his Tea Party appeal, cruising to victory in the anti-Winston wave. He has served in the House since then, opposing gun control, Common Core, and WinstonCare.

Biography:
Richard O'Brien was born in 1960, in Stamford, Connecticut, the middle child of five in a large Irish family. His father was a Korean War Vet, and was a construction worker for the city and union man. His mother balanced home life with a side career as a typist for the police department. O'Brien lived a quaint blue collar life, and had a fairly comfortable childhood, with a few periods of relative financial instability and inevitable family troubles. This especially came about when O'Brien's two older twin sisters become highly active in the anti-war movement when he was still a youngster. Their activities, however, left a mark on the boy.
O'Brien, much to the chagrin of his father as one of two sons, was not very interested in athletics. He was a bookworm, and was a studious one at that. For this reason, his father much preferred his younger brother, who went on to become a police officer. Of course, lacking any finances, O'Brien had to pay his own way through college, and was not remarkably bright. So he attended Western Connecticut State University, and earned his bachelor's degree in English. After that, he earned his master's degree in education at Quinnipiac University. Directly after, he began to teach English at the Canterbury School, a preparatory school in New Milford, Connecticut. During this time, he earned his teaching certification, and was given a spot teaching English at New London High School. He taught there, and became very popular with the staff and students, even marrying his fellow faculty member, and becoming a department head in 1992. After the resignation of the long time principle in 1994. He remained in this post for many years, coordinating with the School Board to bring up the school's standards, and begin a new marine biology and maritime studies program. He became very popular with the community after he began a series of pro-gay anti-discrimination policies, as well as create a community program to bring youth alcohol abuse to heel through outreach, an informational safety campaign, and a push for family counseling through the school.
In 2006, however, he resigned from the position, having received an offer from a start-up company he could not refuse. He joined the board of a wind power company, specializing in community outreach. The company's growth stalled at first, but it received major investments from venture capital groups in Massachusetts, and contracts with private landowners across the Sound's more affluent areas, allowing for the construction of cost-effective, private wind energy. It was after this that O'Brien's community outreach came in handy, as he secured state and local contracts for the company in Stamford, Mystic, Hadam, and Norwalk. However, two of the state contracts fell through in 2009, so he left the company by 2010, defeated. However, that year, the Democratic Party asked him to run for a State Rep seat in his new home city of New London. Using a platform of his community involvement and progressive values, he won a close race in the fairly liberal city. While serving in the House, O'Brien spent his first term struggling to find his way, effectively being a voiceless back-bencher. He sponsored quite a few bills, but he truly came into his own in his second term. In 2012, motivated by his young children, he was a major supporter of gun control following the Sandy Hook shooting, co-authoring and passing a package to end high capacity magazines, institute background checks, and assault weapons ban. This gave him a few seconds of fame in Connecticut, only to be forgotten and overshadowed by more prominent Democrats after his brief time in the spotlight. In this term, he also fiercely supported and sponsored the legalization of medical marijuana. In 2013, a year after Hurricane Sandy, O'Brien sought to establish a state fund to pay for structural repairs to public facilities, as well as for houses in the lower tax brackets, that would have required a raise to the property tax. He was supported by the left of the party, and by congressman from across the coastline, but was inevitably shot down by Democratic Party leadership, left only with a bill that supported structural repairs for essential public utilities. Frustrated with the party, and with politics in general, this prompted his defection back to the Green Party, which he had left to become a Democrat initially. He declared he would not seek a third term, and instead focused on legislation. He worked with the appropriations committee to increase funding for rural school systems' AgroSTEM programs to fight declining enrollment. He created a tax credit program for the state's burgeoning green energy industry, which narrowly passed at the end of that year's session, and still lies on the Governor's desk.
After returning to his private life, he was asked to sit on the board of Three Rivers Community College, where he also began to teach English, and has continued his community involvement.
In 2016, he was a member of Ellen Walton's campaign in Connecticut, though he was not very involved in its operations. After the victory of Reed and Havich, it is increasingly likely that he will run for Senate. It is rumored he is discussing his candidacy with the party's New England leadership, and has even begun an exploratory committee.

Connecticut was one of the leading liberal states on the issue, and New London is fairly liberal, but in the mid-nineties support for same-sex marriage in the state was hovering around 2-1 against. His pro-gay efforts as principal would be pretty controversial in the community.
As a second-termer without much political capital or name rec, it seems a little doubtful that he could co-author something as huge as the post-Sandy Hook laws.
