Turn-by-turn investments are what the rulebook asks for. Stocking up IP is both unrealistic and eliminates the need to plan ahead. Imagine having 15 IP saved up and sent all at once on a ton of weaponry that perfectly counters your opponent's defenses.
Although, I probably won't hurl asteroids at your colony if you break that rule for occasionally and if there isn't too much IP involved (which I already have noticed), if it makes managing your colony easier.
What I would recommend is that instead of adding 1 to the construction progress on each report, simply write down the scheduled completion date of the project. Say, you are building a Biodome with 1 IP per turn then you add 5 years to the current date and that will be the Biodome's completion date. If construction gets interrupted, then convert the time that passed into IP progress.
