The former- that's why the Colonization drive was an event put on par with a free Wind Turbine. Starting colonists are very powerful, but limited.

What's the point of making them when you can't have them later on, then? That's stupid imo. They should still be available, but now comes with a price.

I think it's basically a "choose your own starting bonus" thing. Plus Hark has mentioned that if you improve the living conditions in your particular colony, better colonists might be available to you alone.

Darn it. So we only get 1 of our starting colonist, or are we allowed to hire them as long as their status are still 'Available'?
