Can they ever elevate themselves to a rank similar to Prime Minister/Chancellor? Or is all executive power vested in His Celestial Majesty? If that's the case, then can I into Speaker of the House, or a title similar to that?

Or do Senators merely squawk at each other over petty trade issues and lick the Emperor's boots...because I want to attempt to make Baldor a decent Emperor...

Pretty much the latter from my experience.

But the rebellion has a few Senators on it's side. Or at least I'm planning to have some like the previous one.

Balderdash, the Senate has little to no power or access to the Emperor. Which makes sense to prevent corruption and coercion but dangit! I want to ensure a better future for the Imperium! Baldor as the Emperor and figurehead and I as his loyal Chancellor/guy who tells the politicians to bend the knee or bite the curb.

I also would like a few more loyalists...or else I need to go Ubercharismatic in order to prevent the Imperium from crapping it's pants.

there isn't a Speaker of the House. The Emperor is the executive head of the government. Though at this point Baldor has largely retreated from public affairs.

Xoenhull would offer a hand, provided he gets something out of it. Something he wants out of it though, of course this can work in either sides favour. Even if he stays loyal to one side, he could later defect to another depending on how things escalate. So you'll have to keep him sweet of you want to assistance of the 'Mad Baron of Ix.'

So in order for Baldor to be somewhat decent, one would have to clamber through half the government and carve out a position of his own?

Personality: On first meeting her, few actually believe that Quintara is the Marshal of the Imperial Army. She appears to be happily, bubbly and extremely energetic, trying to enjoy everything about life (including the killing) and often seeming to be distracted by small, seemingly irrelevant things. Many seem to think its little more than an act concealing some cold-blooded killer, but it isn't a mask. Rather, she has simply learned to match her job to her personality and energy, using her nature to cause others to underestimate or disregard her as an Imperial puppet. She is also brutally honest, most of the time, which means that her lies are rarely if ever caught onto. Also has a very well-concealed problem with authority, but partners and comrades are fine. Considers herself a true Imperial patriot, but to the idea of the Empire rather than the Emperor.
Biography: Quintara was born to thieves on Nova Terra, and like most children of career criminals, was quickly orphaned forcing her to learn to survive through trial and error, evading Imperial Guard consciption patrols and unfriendly gangs. Quintara was soon picked up by one of these gangs, the Red Wave, and put to work as a thief and pickpocket in the densely crowded streets of Nova Terra. That she survived for a decade, remaining uncaught despite several close shaves, became a testament to her skill.

The Red Wave became a family of sorts for her, teaching her in their own way the way of the world and the underworld. Unfortunately, like many gangs before them, the Red Wave eventually fell apart due to infighting, and Quintara found herself homeless again. Desperate, broke and extremely bored, she enlisted in the Imperial Army within days and found herself posted to the newly created 412th Nova Terran Army, to be trained during the FTL jump and then used as fuel for a meat grinder while better-trained and equipped forces exploited whatever distraction the 412th caused. She survived that first meat grinder. She survived the second. And the third. Eventually, she survived long enough and earned enough of a salary to work her way out of the meat grinder and buy herself an officer's comission after which she properly attended an IA Officer School.

Her previous experience as a 'footslogger' gave her a better understanding of conditions on the ground, and she often made visits to forward bases to ensure that her sense for what was actually happening and the conditions those under her command faced remained as sharp as ever. This keen sense led to what some would consider rapid promotion through the ranks, aided by some minor political manuvering both on her own part and by unaffiliated outside forces which happened to work in favour, resulting in her becoming Grand Marshal of the Imperium at the age of 120. Since then she has spent most of her time moving between different fronts of the Galaxy, officially so she knows the conditions on each one, but in reality to keep herself away from Nova Terra. Her experiences in the meat grinder, along with faouritism in terms of technology and recruits towards the Praetorians and Guard, the corruption of the Senate and indeed the continued ineffectivity of many Emperors has convinced her that the current Imperial dynasty is responsible for the slow, near invisible decay of the Imperium and indeed her own experiences in the meat grinder. In her mind, either the Imperial Dynasty needs replacing, or the Imperium needs a new, great threat to bring it out from stagnation and decay, and there is one easy way to achieve one of those two ends for sure.
