Pretty much the latter from my experience.
But the rebellion has a few Senators on it's side. Or at least I'm planning to have some like the previous one.
I hope things don't escalate like they did in the previous Imperium
Balderdash, the Senate has little to no power or access to the Emperor. Which makes sense to prevent corruption and coercion but dangit! I want to ensure a better future for the Imperium! Baldor as the Emperor and figurehead and I as his loyal Chancellor/guy who tells the politicians to bend the knee or bite the curb.
I also would like a few more loyalists...or else I need to go Ubercharismatic in order to prevent the Imperium from crapping it's pants.
