No, that far is not necessary, except making leather a more prevalent armor amongst the levies, especially the poorer ones.

I've been eyeing this with interest for some time. Picking a location is hard, though. I was thinking about either Aras river's surroundings or Iran's Caspian shore. Suggestions are welcome.

I have a question. Some applicants have put that in dire straights they can exceed their alloted army numbers by tens of thousands. Is that something that is ok for the rest of us? For example my faction has had woman warriors for decades. Can I have more soldiers since some of the women will be fighting?

As I understood it, it is only in a "if we don't all fight know we're all dead" situation that they can raise such numbers.

I'd argue that you can't just have more soldiers because they are women tho. Because it's not a "recruitment pool" and more of a logistics one.
